Duties

Help

The primary purpose of the position is to serve as a Human Resources Specialist (Employee Benefits). Responsibilities include performing the day-to-day administration of the federal employee benefits programs which includes Federal Employees' Compensation Act (FECA) Program, Federal Employee Health Benefits (FEHB), Federal Employees Group Life Insurance (FEGLI), Thrift Savings Program (TSP), CSRS and FERS Retirement, Long Term Care, etc. and for providing a full range of technical advisory, counseling and/or processing. Typical work assignments include:

  • Analyze and interpret regulations, policies/procedures, or guidelines relating to employee benefits programs to inform management, staff/employees of laws/regulatory changes through articles, emails, bulletins, or individual counseling sessions.
  • Counsel employees, managers, supervisors, and field staff on a variety of retirement systems, including voluntary, mandatory, disability, involuntary/discontinued, deferred retirement, and applications under the voluntary early retirement authority.
  • Provide advice and technical expertise to employees and supervisors on FECA benefits, processes, and procedures related to the submission of workers' compensation claims due to an injury or illness.
  • Compute, review, and explain service computation dates (SCDs), leave buy back, estimates for retirement annuities, military service credit deposits, service credit deposits for non-deductions service, and redeposit amounts.
  • Maintain contact and liaison with the DOL OWCP, OPM, DFAS, government and private physicians, attorneys and other parties involved in claims development/adjudication, and retirement and benefits submissions.
  • Ensure accurate and timely processing of personnel actions, to include but not limited to Notification of Personnel Action (SF-50) for separations, retirements, awards and benefits actions.
  • Draft operating procedures or develop new or modify existing procedures to improve the effectiveness of employee benefits programs or to notify and ensure staff requirements, or operating policies/procedures are implemented.

You must meet all qualification and eligibility requirements within 30 days of the closing date of the announcement. Appointment to this position may be subject to successful completion of a 1-year probationary period.

Qualifications

At the GS-09, applicants must possess one (1) full year of specialized experience equivalent to the GS-07 grade level.  Specialized experience includes experience in applying retirement, benefit entitlements, health and life insurance, and Thrift Savings Plan (TSP) laws, regulations, procedures, respective legislative changes; military service regulations, veterans’ benefits and prior Government service; and counseling techniques to respond to complex benefit questions.

OR Applicants may qualify for this position based on a combination of education or specialized experience. Applicants must possess 1) a masters degree, or 2) two full years of progressively higher level graduate education leading to an LL.B. or J.D. or equivalent doctoral degree. or 3) one full year of specialized experience equivalent to the GS-07 grade level.

3) Skill in communicating both orally and in writing and interacting successfully with others at all organizational levels, both internal and external.

4) Ability to analyze complex issues, develop solutions, and provide options and recommendations.

Education
