Duties

Help

Provides oversight and coordination necessary to plan, coordinate, and execute activities necessary to timely process and resolve complaints, and to determine compliance with and enforce, the privacy, security and breach notification provisions of the HIPAA Administrative Simplification regulations (45 CPR Parts 160 and 164) and the Patient Safety Rule ( 42 CFR Part 3).

Meets with officials within and outside of HHS to discuss problems, proposals, or plans related to administration and/or enforcement of the health information privacy, security and breach notification rules; develops or reviews materials with the goal of increasing voluntary compliance with the requirements to ensure the privacy and security of health information; and to ensure consistency of application of enforcement policies and procedures to health providers, health plans, health information clearinghouses and their business associates.

Conducts comprehensive reviews or evaluations of health information privacy public education and other outreach initiatives, compliance programs and procedures, policies, or other proposals to ensure these are consistent with Departmental goals and objectives, Federal requirements, or the needs of clients served or to identify information needed to plan or define policy or program direction.

Provides OCR and HHS managers with expert advice and assistance on matters related to the development of plans, strategies, initiatives or program
improvements necessary to accomplish health information privacy enforcement mandates effectively and efficiently.

Qualifications

Minimum Qualification Requirement:

Must have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service that includes experience in at least two (2) of following: (1) communicating effectively both orally and in writing; (2) and/or experience planning, managing, and evaluating; (3) and/or planning and conducting compliance reviews; (4) and/or negotiating settlements to ensure compliance with legal authorities; and/or developing strategies for outreach, training, and technical assistance.



Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
