Duties

Help

The incumbent serves as a Information Technology Specialist (INFOSEC) within the Digital Investigations Branch.

  1. Serves as a technical expert/lead specialist in the utilization of cybersecurity and investigative methods, applying specialized forensic knowledge in developing processes to acquire, analyze and identify digital evidence in criminal, civil, or administrative investigations involving the use of computers, network technology, and digital information in the commitment of crimes;
  2. Performs assignments related to the development, analysis, modification, tracking and implementation of HHS and Department of Justice (DOJ) information-processing standards to use in OIG investigations;
  3. Analyzes data from various sources and synthesizes this information to identify and utilize known security and mitigation strategies, and outline potential contextual implications in execution of their duties and responsibilities;
  4. Participates with OI investigators in planning and executing search warrants, subpoenas, court orders and offers technical expertise in developing a "Step-by-Step" scenario to include determining roles and responsibilities, coordinating possible seizure dates and anticipating post-seizure forensic analysis and associated tool requirements;
  5. Provides computer expertise and assistance to OI investigators and OIG staff in the preservation, collection, and analysis of digital evidence;
  6. Facilitates the identification, preservation, and collection of digital evidence used in civil, criminal, and administrative investigations;
  7. Serves as technical advisor in the development of plans to analyze evidence seized in criminal investigations involving the use of computer technology/digital evidence in the commitment of crimes;
  8. Supports the seizure of digital evidence directly or by maintaining readiness to provide remote technical advice, and oversight and supports multi-jurisdictional cases by making assignments of team members in coordination with the Assistant Special Agent in Charge or Digital Investigations Unit Director.

Qualifications

Basic Requirement
Individuals must have IT-related experience demonstrating each of the four competencies listed below.

    • Attention to Detail - Worked independently to provide support in planning the forensic acquisition and examination of electronically stored information (ESI) through the utilization of technology solutions and process in support of investigations related to an agency's operations programs; and the analysis, design, deployment and maintenance of information technology systems and applications related to the examination and acquisition of ESI.
    • Customer Service - Established and maintained ongoing working relationships with law enforcement and related information technology management, peers, internal or external stakeholders, and/or customers regarding the utilization of related information technology systems and applications related to the examination and acquisition of ESI; remaining courteous when discussing highly sensitive or controversial information; effectively handled situations involving a high degree of tension or discomfort.
    • Oral Communication - Communicated, explained, or defended complex information technology ideas related to the acquisition and examination of ESI clearly and adapted to the audiences' level of knowledge.
    • Problem Solving - Used analytical techniques to identify alternatives to solve complex, sensitive technological and project problems; anticipated problems identified and evaluated potential sources of information generating alternatives to solve problems related to the acquisition and review of ESI where precedents do not exist.
Along with the four competencies listed above, you must meet the below specialized experience:Specialized Experience:
  • For the GS-13: Applicants must have at least one full-time year (12 months) of Information Technology Security/ESI specialized work experience equivalent to the GS-12 grade level in the Federal service or private sector equivalent that demonstrates knowledge and skill in conducting, under supervision/mentorship, the acquisition, analysis and examination of ESI, by providing digital investigative and forensic computer expertise and assistance to junior FCEs. I have done so demonstrating the ability to efficiently manage complex and sensitive operations independently, as a team member, or as a team leader.
Quality Ranking Factor:
  • Possess the Information Systems Security Professional (CISSP) Certification or hold certification(s) in the acquisition of ESI (i.e. EnCE, SCERS, etc).

Education

The substitution of education is not qualifying at the GS-13 level.

Security and Background Requirements: A Top Secret clearance may be required to be obtained and maintained; and a credit check is required. If not previously completed, a background investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background reinvestigation or supplemental investigation may be required at a later time. Applicants are also advised that all information concerning qualifications is subject to investigation.
