Consults and advises top-level subject matter experts and agency officials on a segment of a health or human services statistical project.

Advises management on the selection of an appropriate study design, on statistical analysis, and in interpretation of study results.

Conducts research and statistical studies or projects related to statistical computation in the preparation of health cost estimates, human/health services
programs, and/or pharmaceutical and medical disease research.

Performs special studies and written analyses of State adherence to management performance standards.

Serves as a technical expert with respect to all phases of statistical interpretation.

Provides technical advice to peers and senior managers within and outside of organization on statistical methods and techniques.

May serve as a project leader, assuming responsibility for the development of project planning, coordination of overall team efforts, and maintaining appropriate
lines of communication.

Qualifications

Basic Qualification Requirements:

A. Must have at least a bachelor's degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

OR

B. Must have a combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

For GS-12 Grade Level:

Have at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service that includes using a variety of advanced statistical techniques (e.g., sampling, analysis of variance, analysis of frequency distributions, determining confidence levels, etc.) to experimental design, data analysis, sampling, forecasting, quality control, and/or operations research; developing and/or presenting professional papers or reports on statistical studies or surveys reflecting data analysis and trends; and developing listing and mapping applications.

For GS-13 Grade Level:

Have at least one year of specialized experience, equivalent to the GS-12 grade in the Federal services that includes using a variety of advanced statistical techniques (e.g., sampling, analysis of variance, analysis of frequency distributions, determining confidence levels, etc.) to experimental design, data analysis, sampling, forecasting, quality control, and/or operations research; developing and/or presenting professional papers or reports on statistical studies or surveys reflecting data analysis and trends; and (3)planning and executing a variety of complex projects and developing recommendations requiring technical and administrative judgment.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
