Duties

Help
  • Serves as advisor to the Installation Commander, Base Civil Engineer (BCE) and other base elements on full range of both conventional and unique comprehensive planning processes.
  • Leads and participates in the review and updating of the BCP and Area Development Plans (ADP's).
  • Maintains the Air Installation Compatible Use Zone (AICUZ) program. Implements and maintains the program working directly with appropriate installation, local governmental staffs, and agencies such as the Federal Aviation Administration.
  • Implements Inter-agency/Intergovernmental Coordination for Environmental Planning (IICEP) as it pertains to the BCP, the Housing Community Plan, AICUZ studies, transportation studies and individual construction projects, etc.
  • Represents the base in all areas of community planning at meetings, conferences and hearings.
  • Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Basic Requirement for NH-0020-03 Community Planner: A Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. NOTE: You must submit a copy of official transcripts.
OR
Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.NOTE: You must submit a copy of official transcripts

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of the techniques and philosophy of comprehensive planning, and channels to use in obtaining or disseminating information.
2. Knowledge to gather, assemble, and analyze facts; prioritize relative effects of numerous factors; draw
conclusions; devise solutions to problems that often lack precedent and or are complex in nature; and identify changes and trends.
3. Knowledge of automated systems and programs such as CADD, information management, mapping or
graphical software tools, project tracking, and other software programs.
4. Skill in conference techniques; and communicating orally, graphically, and in writing, with clarity, conciseness, and persuasiveness.
5. Ability to arrange and lead conferences.
6. Ability to foresee and communicate the effect of community planning decisions on the mission and goals of the installation and the adjoining communities; to develop and evaluate planning projects for technical validity; and to prepare graphical and analytical reports.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
