Duties

Help

As a Marine Biologist, you will perform the following duties:

  • Provide a high degree of scientific rigor in the collection and review of data for the Northwest Fisheries Science Center Observer program.
  • Participate fully as a team member within the NWFSC Observer program debriefing/training team and assist as needed with observer or Fishery Resource Analysis and Monitoring (FRAM) survey duties at-sea aboard fishing or research vessels as directed.
  • Conduct official observer debriefings and regularly meet with and advise fishery observers on a range of topics, such as: proper sampling protocols, data issues, sampling advice, species identification and data entry.
  • Create training materials and lesson plans, and conduct training sessions for prospective and current fishery observers.
  • Create, organize, store and archive; data forms, manuals, training materials, and other documents supporting the NWFSC Observer program debriefing/training team.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-2 is equivalent to the GS-07/08/09/10, however is only being advertised equivalent to the GS-9 grade level.

CONDITIONS OF EMPLOYMENT:

This position requires the operation of a Federal motor vehicle. Incumbent must possess a valid driver’s license to drive a federal motor vehicle on a regular and recurring basis.

This position requires going to sea on a commercial vessel.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards.  This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy.

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

EDUCATION:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: 

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. 

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-2 or GS-09 level:  

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-07 in the Federal service. Specialized experience MUST include all of the following: 

  • Assisting with biological data collection and marine species identification (e.g., protected species, seabirds, fish, or marine mammals);
  • Assisting with advising observers in sampling protocols, compliance monitoring and safety during fishing activities; and
  • Supporting the evaluation of observer data to ensure data integrity and writing reports on data collection methods.

 -OR-

SUBSTITUTION OF EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in a biological science or a related field. 

 -OR-

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. NOTE: Only graduate education in excess of one year is qualifying for combination.

Selective Placement Factor: In addition to meeting the above, applicants must also possess a minimum of one year experience deployed as a fisheries observer, amassing a minimum of 120 days at sea. Failure to submit proof in your resume will result in your application being marked as ineligible.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of the methods used to collect fishery dependent data on commercial fishing vessels.
  • Knowledge of marine resources, especially west coast groundfish.
  • Ability to advise employees on sampling and data protocol and evaluate observer performance.
  • Ability to create training lesson plans for fishery observers.
  • Knowledge of data quality standards and methods for observer data used in fisheries management.

Due weight shall be given to performance appraisals and awards in accordance with 5 CFR 335.103(b)(3), during the interview/selection process conducted by the hiring manager.
