Summary

This is a newly established organization and the incumbent of this position will be responsible for building the OIG for the DFC.
The IG reports directly to the DFC Board of Directors ("the Board"), and is the principal advisor to the Board and the Corporation. The IG is responsible for keeping the Chairman and Corporation fully informed about problems and deficiencies related to programs and operations, and for devising and recommending corrective measures and reporting on their implementation.The Inspector General (IG) will:
Determine policies and procedures for the operations of the OIG, and provide over-all leadership, direction, and coordination of activities and personnel of the office.
Direct, supervise, and coordinate OIG audits, inspections and investigations, determining their objectives, approach (including use of non-Federal auditors), methods, and timing; reports results; recommends appropriate action; and monitors implementation of approved actions.
Develop and direct annual audit program responsive to the interests and needs of the Board and the Corporation and directs staff in the review and evaluation of existing and proposed operations with the goal of identifying opportunities and means for improving efficiency and effectiveness.
Promote Corporation integrity by ensuring timely and effective investigations of allegations or indications of irregular or improper activity, or violations of law or regulation.
Develop and recommend policies to enhance operational efficiency and effectiveness and to detect and prevent fraud and abuse.
Review legislation and regulations for impact on the economy and efficiency of DFC programs and operations.
If the OIG has reason to believe that a person is engaging in a criminal matter, the OIG will report such matters to the Department of Justice and coordinate any resulting activities required by that agency.
Prepare semiannual reports to Congress and the Corporation on the extent and status of OIG activity regarding deficiencies in the administration of DFC programs and operations; fraud and abuse; or other serious problems. These reports contain evaluation of progress in achieving corrective measures identified in previous reports.
For matters related to the IG function, serves as the Corporation's representative and liaison with other Federal agencies, Congressional Committees, and other Executive and legislative entities.
Serve as a member of the President's Council on Integrity and Efficiency, participating with other Inspectors General on matters of government-wide interest to the IG community.
Suitable for Federal employment, determined by background investigation.

Extensive knowledge of a broad range of accounting and auditing concepts, financial management, investigative techniques, evaluation methods, and management concepts and practices.

Expert skill in analyzing audit results and making recommendations to achieve desired results.
Expert ability to lead a subordinate staff of Federal employees and contracted personnel.
