Help

Duties include, but are not limited to:

  • Responsibilities include the safeguarding of Government information while supporting accountability and transparency initiatives.
  • Responsible for all aspects of the Privacy/FOIA Program to include Strategic and Risk analysis, planning, program outreach,coordinating training, developing metrics and ensuring that federally mandated information governance and accountability measures are in place.
  • Implementing unique policies and procedures to manage agency information, providing assistance and services to the general public and VA staff members.
  • Supports developing a local level strategy for data governance.
  • Develops the local privacy strategy that integrates the VHA Medical Center or Healthcare System with data governance program goals, national strategic priorities and VA core values.
  • Makes final decisions of data disclosure, initiate independent investigations, conduct compliance activities and implement physical, technical and administrative safeguards across the facility.
  • Interact with high ranking external stakeholders to include Veteran Service Organizations (VSO's), Congressional representatives, internal and external partners, community leaders, attorneys, news media, affiliate universities, commercial entities and the local public with regards to the protection, release and transparency of information within the facility.
  • Develops and executes strategic management initiatives that establishes areas of control of information within the facility and interfaces with all business operations across service lines/departments.
  • Strengthens and sustains the operational life cycle of the privacy/FOIA program by developing a communication strategy that fosters awareness for both internal and external partners to improve compliance, provide training and engage the public.
  • Independently analyzes all of the interrelated issues that affect the privacy/FOIA program
  • Develops and integrates policy based processes, roles and controls that influences how data is created, collected, used, stored and destroyed throughout the organization.
  • Performs assessment of privacy-related risks associated with business activities that involve processing of personal and sensitive data.
  • Performs in-depth legal research that pertains to both federal and state statutes to render expertise, provide solutions and facilitate corrective action.
  • Adjudicates complex privacy and FOIA decisions that affect employees, Veterans, patients and commercial businesses.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 05/21/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience: experience as a Privacy/FOIA officer working independently with little supervision, organizing, directing, communicating and running a comprehensive FOIA program as it pertains to the analysis of the internal control operations and the FOIA with related laws, policies and practices. Researching and analyzing requests for disclosure of information from individuals, and public or private entities; establishing, disseminating and/or managing Government information including implementing policies and procedures to manage Government information; and providing information-related assistance and services to the general public.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary. There will be episodes of moderate lifting or prolonged periods of standing and bending in searching various files. There is lifting and carrying of such items as record boxes and bulky files. The work involves considerable walking, standing and bending conducting rounds, auditing and providing training to both on-site and off-site personnel. There is also occasional lifting and carrying of such items as boxes and files, weighing up to 30 lbs.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
