This National Guard position is for a ITSPEC (Network), Position Description Number D1585000 and is part of the Information Management Headquarters of the Vermont Army National Guard.
The purpose of this position is to is to serve as the principle manager responsible for digital communications services planning, resource, policy and standards development for the entire enterprise infrastructure.

--Responsible for providing expert technical advice and guidance on critical digital communications issues to ensure the integration of C4 programs and services and to solve integration and interoperability issues.
--Understands and provides input to the development and implementation of bandwidth configuration plans for complex Local Area Networks (LANs) and Wide Area Networks (WANs) with supported elements to include; headquarters staff elements, tenant activities, state government, regional operating activities, and national agencies.
--Develops the communications architecture and maintains the enterprise infrastructure. This requires defining, documenting and maintaining the current and future business environments across many platforms and a multiplicity of digital communications services to ensure the enterprise strategic plan is resourced and supported.
--Has overall responsibility for planning and developing current and future digital, analog, asynchronous transmission mode (ATM) communications infrastructure. Directly coordinates with the Network Control Center (NCC) Manager on all communications services in direct support of the enterprise strategic IT plan.
--Has overall responsibility for determining funding requirements, preparing budget requests, and executing the communications budget to achieve near term and strategic goals. Establishes metrics to measure and evaluate systems performance and total cost of ownership.
--Provides policy guidance in coordination with the operational elements of the NCC Manager regarding digital communications issues to the DCSIM for statewide implementation. This position is directly responsible for conducting IT audits on all communications programs within the state to include a broad range of services and technologies.
--Writes policy and plans for the installation Continuity of Operations Plan (COOP). Tests the state COOP plan, ensuring system operation functionality and security in the event of a natural disaster or catastrophic system failures.
--Coordinates the work and guides lower-graded communications personnel to in maintaining the enterprise sustaining base digital, analog and ATM communications infrastructure.
--Works closely with IT service providers to optimize support and integration of new technologies.
--May be assigned to assist the chief by performing limited leader responsibilities. Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. Approves leave for assigned employees. Provides input into annual performance appraisals. Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees. Provides input to the supervisor concerning selections, promotions, reassignments, recognition of outstanding performance.
--Performs other duties as assigned.
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Vermont Army National Guard. Applicants who are not currently a member of the Vermont Army National Guard must be eligible for immediate membership.

Substitution of Education for Specialized Experience: At the GS-11 level, a PH.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks

--Knowledge of advanced IT principles, concepts, standards and practices to manage the enterprise digital communications services and requirements.--Thorough knowledge of traditional telephony-based communications principles as well as IT principles, concepts and practices to develop and interpret internal and external digital communication policies and procedures in support of the enterprise strategic plan.
--Knowledge of the open standards interconnect (OSI) model to work with network engineers and vendor in ensuring all communications systems - plain old telephone systems (POTS), voice over frame (VOF), and voice over internet protocol (VoIP) - integrate seamlessly into overall state-wide digital communications infrastructure.
--Knowledge of and skill in applying network design and architecture principles and concepts, network protocols; remote access technology concepts, network operation and maintenance concepts and methods, network management tools and network optimization techniques.
--Knowledge of and skill in applying configuration management concepts and practices, network topology concepts; LAN/WAN development principles and methods.
--Skill in configuring hubs, switches, and routers, monitoring network performance, performing network diagnostics, analyzing network traffic patterns, installing network software fixes and upgrades, and acquisition management policies.
--Ability to make critical decisions or form solid recommendations to significantly influence IT polices in support of new communications technologies that are designed to improve business processes within enterprise-wide projects. Ability to present complex technical requirements to senior management officials.
--Skill in the use of project management and performance management tools to implement best business practice principles and methods regarding the development of schedules and plans. The ability to estimate and manage resources, define milestones and deliverables, monitor activities and evaluate and report accomplishments.
--Knowledge of and skill in implementing and testing of the installation COOP plan. Insures system operation functionality and security in the event of a natural disaster or catastrophic system failure.
--Knowledge of the business value of information and communications upon which the communications management plans, policies and standards are based.
