Duties

Help

  • Acts as the engineering program manager for the development, coordination and implementation of the regional program. Reviews conditions of existing Federally owned properties and makes recommendations as to best value improvements throughout the R10 Portfolio.
  • Evaluates or checks the designs of consulting engineers for extensive and complex systems where issues of reliability and serviceability are critical.
  • Coordinates mechanical changes with other construction features. Prepares documentation to justify changes and assesses impact on project costs and schedules. Provides expert consultation for the development, implementation, building commissioning, and operation of facilities from project conceptualization to operation.
  • Prepares statements of scope and detailed instructions for consulting engineers. Prepares or checks reports, recommendations, engineering assumptions, calculations, and estimates for mechanical and associated engineering portions of projects. Visits construction sites to assure compliance with contract and commissioning provisions. Recommends acceptance or rejection of work. Writes mechanical portions of contract scopes, interviews A/E's, and assists in fee negotiations.
  • Directs the preparation/evaluation of studies on a broad spectrum of mechanical systems and subsequent design. Evaluates system failures; analyzes causes and legal ramifications resulting from these failures.
  • Serves as mechanical engineering representative at pre-construction conferences and represents Division on engineering issues where specific discipline knowledge is not required. Serves as consultant and adviser to other departments within GSA and agencies outside of GSA.

The GS-13 salary range starts at $99,941 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Applicants must meet one of the following criteria in order to meet the basic educational requirements for this position:

A) Professional engineering degree in a school with at least one curriculum accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum.

B) Professional engineering degree including differential and integral calculus and courses (more advanced than first year physics and chemistry) in 5 of the following areas: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of material (relating to particle and aggregate structure to properties); and any other comparable area of engineering science or physics such as optics, heat transfer, soil mechanics, or electronics.

C) College level education, training and or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Evidenced by current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.

D) College level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques, and their applications to one of the branches of engineering. Evidenced by successfully passing the Engineer-in-Training (EIT) examination.

E) College level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques, and their applications to one of the branches of engineering. Evidenced by successfully passing the written test administered by the Boards of Engineering examiners in the various States, District of Columbia, Guam, or Puerto Rico.

F) College level education, training and/or technical experience evidenced by successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, and in engineering that included the courses specified in Option A above. Courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.

G) College level education, training and/or technical experience evidenced by successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), AND at least one year of professional engineering experience acquired under professional engineering supervision and guidance.

To qualify, you must meet the basic educational/experience requirements and demonstrate at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as experience in planning and executing engineering projects in office buildings. Experience must reflect managing and coordinating tasks and assignments involving mechanical, electrical and pneumatic equipment and systems; evaluating and monitoring building management operations and mechanical maintenance programs; and, identifying and recommending solutions to correct equipment and system malfunctions in building automation systems and energy management systems.

  • Knowledge of mechanical concepts, principles, and practices concerned with the design, layout, and construction of all types of mechanical systems. Understanding of cost/benefit analysis and payback period for a variety of mechanical systems. Understanding of energy usage and savings available through systematic upgrades.
  • Knowledge of code requirements for mechanical systems, expertise in evaluating potential design solutions and ability to evaluate potentials costs and benefits of design solutions and options.
  • Knowledge of related engineering fields sufficient to insure that areas of overlapping responsibilities between technical disciplines receive proper consideration and that total project objectives are met.
  • Knowledge of and skill in applying concepts and procedures of project management, financial management, and procurement to achieve project goals and objectives.
  • Knowledge about contracts and negotiating strategies.
  • Knowledge of traditional as well as state-of-the-art techniques of mechanical analysis and design.
  • Skill in verbal and written technical communication.
