This position is located in the Department of Justice, Drug Enforcement Administration (DEA), Information Division (TC) in Arlington, Virginia. The purpose of this position is to advise the Assistant Administrator on technical and policy matters relating to DEA's technology architecture, strategy, planning integration, and modernization with the goal of addressing gaps redundancies, inefficiencies, and opportunities for the Agency.
Summary

The Chief Technology Officer (CTO) ensures consistency and sets standards in the selection, design, architecture, implementation, support, and performance of underlying technology including:
Planning and leading DEA technology solutions across the span of responsibilities within the Information Division (TC) and in support of DEA's missions. Providing a documented vision to ensure the right information technology (IT) infrastructure, policies and services for DEA and employs best-in-class technologies. Serves as a change agent and inspires teamwork across the agency and with partners. Promotes and inspires innovation for the most efficient and effective methods of conducting agency mission and business. Incumbent provides technology vision, enables innovation and understands IT and technology trends that can create business and mission value for DEA.
Leads the development of the DEA IT Technology Strategic Plan, demonstrating a coherent DEA technology strategy supporting the entire TC portfolio and DEA's mission-related and operational technology and in alignment with the overall DEA Strategic Plan. Leads strategic sourcing analysis of DEA's technology products and services, continuously assessing opportunities for optimizing the methods and relationships TC uses to acquire products and services.
Directs the development and maintenance of the DEA enterprise architecture, ensuring that it provides the appropriate level of detail to support governance processes and decision making.
Provides oversight and guidance to cross-functional teams to solve business and operational issues from requirements determination to product analysis, feasibility and selection. Reviews, evaluates and recommends information technology platforms, applications systems, databases, portals, web services, and other technologies. Reviews, evaluates and recommends technology platforms and systems that support forensic services, including laboratory and research infrastructure and investigative support and DEA operations.
Must be able to obtain and maintain a Background and/or Security Clearance

Qualifications
Basic Requirements: Have IT-related experience demonstrating EACH of the four competencies listed below:
Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate; AND
SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-14 or GS-15 level in the Federal service. Specialized experience is defined as experience delivering projects, tools or products as part of an engineering team. This includes experience developing or architecting complex modern web applications using approaches such as test-driven development, continuous integration & deployment, and distributed version control. Candidates must have experience working with stakeholders and cross-functional teams.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs)

MTQ 1 - Mastery of and expert skill in applying advanced Information Technology and technical principles and concepts to optimize networks, applications, storage and cloud environments.
MTQ 2 - Demonstrated skill in advising senior management on global IT and technical matters, strategic alignment of projects with mission objectives, project prioritization and selection, and metrics selection and performance in order to effectively support the overall goal of improving DEA's enterprise IT.
MTQ 3 - Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
MTQ 4 - Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Education
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; other relevant graduate degree is a plus.
Degree must be from an accredited institution recognized by the Department of Justice, Drug Enforcement Administration.
