Duties

Help

The incumbent serves as Chief of the Infrastructure Services Branch (ISB), Information Technology Applications Center (ITAC), Office of Management (OM), National Heart, Lung, and Blood Institute (NHLBI) who is responsible for leading a staff of IT Specialists and for specifying, acquiring, configuring, and maintaining the technical architecture and defining the operational principles and procedures in all matters that pertain to the storage, delivery, and safeguarding of business data available over the NHLBI information network. The work involves developing annual and multi-year plans, goals and objectives for the Branch and readjusting these goals and objectives to meet ongoing changes in technology or other changes resulting from new legislation, laws, or new programs/initiatives.

Major responsibilities of the position include:

  • Establishes Branch priorities and provides oversight and supervision to the planning, budgeting, conception, design, engineering, development, implementation, testing, and review of technical infrastructure and information technology initiatives.
  • Directs the work of the Branch through subordinates and contractors.
  • Oversees and directs planning and implementation of large, complex technical feasibility and market studies.
  • Creates new methods and develops innovative strategies and solutions to NHLBI information technology problems and issues.

Qualifications

In order to qualify for the Supervisory IT Specialist, GS-2210-14, you must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates all of the following four competencies:

1. Attention to Detail - thorough when performing work and conscientious about attending to detail.

2. Customer Service - Work with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; am committed to providing quality products and services.

3. Oral Communication - Express information to individuals or groups effectively, taking into account the audience and nature of the information; make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately.

4. Problem Solving - identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

In addition, you must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level, level in the Federal Service obtained in either the private or public sector, performing the following types of tasks: performing technical IT project management duties and functions related to IT infrastructure used in support of research and research administration; implementing and administering control and management process for IT and software engineering projects; strategic planning to ensure that the information and technology resources address current and future needs; software development and engineering of all IT infrastructure systems deployed throughout an organization; planning and implementation of large, complex IT infrastructure technical feasibility and market studies.
