    Summary

    The Executive Director, Office of Talent Management (ED,OTM) works directly with the Deputy Chief of Staff (DCOS) and is the principal advisor to the Under Secretary for Benefits (USB) and other key senior officials with the Department of Veteran Affairs (VA) on matters pertaining to the Veterans Benefits Administration's (VBA) talent management programs, practices, applicable laws, and regulations

    Responsibilities

    The incumbent is the senior expert and advisor responsible for leading the management and strategic direction of the Office of Talent Management which encompasses the key areas of: Strategic Alignment, Leadership and Knowledge Management, Results-oriented Performance culture, Talent Management, Accountability, Workforce and Succession planning, Competency Management, Employee Development and Training, Executive Support, and the Development of Processes and Programs for VBA.

    The Office of Talent Management has overall responsibility of the geographically dispersed Human Resources Centers.
    Oversees and directs the formulation and execution of long-range, strategic plans for the management of civilian personnel: staff management, plans and resources, and human resource processes, procedures, and programs.

    Provides leadership to Veterans Benefits Administration (VBA) on the impact and use of policies, proposals, programs and partnership agreements/relationships related to all aspects of Human Capital Management (HCM).

    Maintains a current Human Capital Plan and directs Human Capital management through strategic alignment, leadership and knowledge management, results-oriented performance culture, talent management, and accountability.

    Align VBA HCM with the Human Capital Accountability Framework (HCAAF) to drive organizational effectiveness.
    Develops, deploys, and assesses a full range of short and long term HCM solutions, policies, programs and proactively seeks additional solutions and approaches to serve the needs of VBA.

    Advances and supports VBA's mission accomplishment by creating and implementing solutions that address workforce issues in the areas of recruiting, hiring, motivating, succession planning, competency development, training and learning, retention and diversity; and provides the full range of operational human resource and management advisory services to Headquarters staff.

    Advises and assists the Under Secretary for Benefits and other agency officials in carrying out VBA's responsibilities for, selecting, developing, training and managing a high-quality, productive workforce in accordance with the merit system principles. Serves as chief policy advisor on all human capital management issues and shares responsibility and accountability for VBA's performance and mission results.
