This position is located in the Office of Inspector General (OIG), Office of Management and Planning (OMAP), Division of Information Technology (DIT). DIT is composed of two Branches, the Branch of Information Technology (BIT) and the Branch of Database Management and Applications (BDMA), which provide IT services for the OIG. The position is located in BIT.

BIT is responsible for providing computer systems, IT security, hardware, and software support to the OIG. This includes providing supporting infrastructure for the development, implementation, operation and maintenance of the nation-wide OIG information systems, office automation, Internet/Intranet, and data communication systems.

DUTIES

1. Develops and implements organizational IT security strategy.

Serves as senior IT Cyber Security Specialist and systems administrator for the Division of Information Technology. Provides subject matter expertise for developing specific system security measures that require the comprehensive, integrated, and systemic application of security measures for setting up, securing, and maintaining systems or specific components of a system including installing, configuring, and updating hardware and software; establishing and managing user accounts; overseeing or conducting backup and recovery tasks; implementing operational and technical security controls; and adhering to organizational security policies and procedures. Leads IT systems development initiatives from design to support and provide authoritative advice on and devises solutions to a broad range of issues in support of OIG needs. As a knowledge based systems expert, the incumbent also gathers, assembles, and analyzes facts, draws conclusions and devises solutions to complex problems, which will increase the effectiveness of the OIG IT systems.

2. Develops IT Security policies and procedures that are adopted and enforced by the agency.

Serves as technical cyber security consultant to top level management on new information technology developments, recommending new IT policies/systems for implementation in the OIG in developing specific plans to integrate these developments into the current systems or in developing long range-recommendations.

3. Serves as Contract Officer Representative for IT support contracts.

Performs contract management activities, to include; analysis of systems requirements, market research, preparation of statements of work, requests for proposals, scope of work reports, quality assurance, and other COR functions associated with contract development and execution, and the assurance of timely receipt of deliverables. Coordinates project activities, manages project resources, and implements quality assurance processes to ensure successful completion of projects.

4. Displays technical expertise in technologies used by the OIG to provide essential systems and services.

Serves as a systems integrator for large complex systems or networks, with responsibility for preventing vulnerabilities and reducing risk of system and/or asset compromises across the OIG. Serves as systems administrator and technical authority with a strong background using Unix/Linux, Microsoft Windows Server/Workstation, virtualization, networking, and network security. Designs policies and access control lists to ensure compatibility with organizational standards, business rules, and needs. Develops and documents systems administration standard operating procedures.

5. Serves as senior level IT representative and SME, developing documentation and conducting meetings and briefings with key stakeholders.

Formulates IT strategies and drives organizational change. Enables the OIG to overcome complex business challenges, enhances decision-making, and achieves compliance. Exhibits business acumen required to develop technology-enabling solutions with direct impact on mission, profit, and corporate value. Develops policies and processes that enhance customer satisfaction, improve service delivery, and produce operational efficiency across the enterprise. Establishes synergy and consensus between leadership, teams, partners, and stakeholders to support key objectives across complex and changing environments.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience should include network security (next generation firewalls, specifically Palo Alto products), network administration (Cisco IOS and NX-OS), systems administration (Windows Server 2012/2016 and Red Hat/CentOS Linux), and virtualization (Nutanix). Applicant must have experience in these specialized areas with emphasis on procurement, development, maintenance, and customer support. Evidence of a sound technical background and experience in managing access controls, user authentication, and system security is required. Applicant must demonstrate: on the job experience as a team leader of an IT network/systems support group; experience and proficiency in IT project management; experience and knowledge in executing a successful communications plan between key project stakeholders; and troubleshooting advanced technical problems of a complex or unknown nature with escalation to a vendor when it is appropriate or necessary.

No Permanent Change of Station funds (PCS) will be offered.

This position is outside the bargaining unit.


This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

Education

There is no substitution of education for the required specialized experience at the GS-14 level.
