Summary

This position will be filled at either the Jet Propulsion Laboratory or Long Beach Resident Agency.

The NASA Office of Inspector General (OIG) conducts audits, reviews, and investigations of NASA programs and operations to prevent and detect fraud, waste, abuse, and mismanagement.

The Office of Investigations (OI) investigates allegations of crime, cyber-crime, fraud, waste, abuse, and misconduct having impact on NASA programs, projects, operations, and resources.

Duties

Help
  • Plans and conducts investigations involving violations of Title 18 U.S. Code, to include but not limited to fraud, bribery, embezzlement, false statements, false claims, collusion, conspiracy, conflict of interest, and theft of government property.
  • Investigates violations of criminal statutes relating to grant and procurement fraud, which may include, but is not limited to, cost/labor mischarging, defective pricing, defective parts, false certifications, price fixing, and bid rigging.
  • Plans search warrant operations for the purpose of obtaining evidence, property, and documents relevant to an investigation.
  • Works on investigations or inquiries requested by Members of Congress, the NASA Administrator, other high-ranking NASA officials, congressional committees, or other Executive Committee members.
  • Prepares well written investigative reports, with sufficient detail and accuracy to aid in supporting possible prosecution and/or administrative or civil action.
  • Testifies as a witness before grand juries, trial courts, or administrative hearings on results of completed investigations.

Qualifications

To qualify at the GS-12 grade level, your resume must reflect one year of specialized experience equivalent to the GS-11 grade level. Examples of specialized experience may include: investigating financial records; analyzing financial reports; investigating criminal, civil, procurement fraud, and administrative investigations; proven skill in presenting both orally and in writing, controversial findings and recommendations to senior officials; ability to prepare affidavits, subpoenas, search warrant plans and other investigative requests to obtain information and evidence that documents the illegal acts and substantiates the violations; proven knowledge of federal procurement and contracting regulations.

To qualify at the GS-13 grade level, your resume must reflect one year of specialized experience equivalent to the GS-12 grade level. Examples of specialized experience may include: independently conducting complex procurement fraud investigations and sensitive administrative investigations involving senior personnel; highly skilled in applying laws, regulations, theories, principles and practices of criminal investigations and investigative procedures and techniques; expert knowledge of federal procurement and contracting regulations, as well as the ability to trace financial or other transactions and conduct detailed examinations of fiscal accounts and records; proven ability in the use of specialized investigative techniques, devices and procedures, surveillance and undercover work; proven skill in collecting and assembling facts, bringing the investigation to a logical conclusion, presenting facts to a U.S. Attorney, Judge or jury and assisting them in preparation for a trial or hearing.

Current Federal employees must have served 52 weeks at the next lower grade in the Federal Service. Time-in-grade and all qualification requirements must be met by the closing date of the announcement.

MEDICAL REQUIREMENTS: The duties of this position requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard too himself/herself, or others is disqualifying.

Education

PREFERRED QUALIFICATIONS: Although not required, applicants with a degree in either accounting or law are encouraged to apply.

TRAINING REQUIREMENTS: Satisfactorily complete (or have previously completed) the Criminal Investigation Training Program at Glynco, Georgia, or equivalent federal law enforcement training.

LAW ENFORCEMENT AVAILABILITY PAY (LEAP): LEAP in the amount of 25% has been approved for this position.

LAW ENFORCEMENT RETIREMENT COVERAGE: This is a primary/rigorous law enforcement position under the provisions of 5 USC 8336(c) (CSRS) and 5 USC 8412(d) (FERS). Thirty-seven (37) years is the maximum entry age for covered primary law enforcement positions to meet the requirement of 20 years of service by the mandatory retirement age of 57. Persons not appointed by the last day of the month in which the individual reaches their 37th birthday shall not be originally appointed or assigned to these positions. Applicants who are age 37 or over may subtract any of their prior federal service that is in approved primary/rigorous positions and that is creditable for retirement from their current age to meet this age requirement. Applicants must provide proof of this creditable service prior to appointment. The maximum entry age may be waived for applicants eligible for veterans' preference.
