Duties

Help

As the Deputy Director, DMA your responsibilities will include:

  • Provides the leadership, strategic direction, business planning and performance based management required to develop and sustain the DMA as a world-class, efficient, agile and responsive provider of media products and services in support of the Department's internal communications requirements.
  • Ensures that DMA programs are consistent with the policy within DoD, the Executive Branch, and the Congress.
  • Establishes the DMA vision, plans, goals and objectives; develops and implements innovative performance measures; and creates a culture favorable to the successful execution of the DMA mission. Aligns DMA plans and objectives to the corporate communications plans and objectives of the ATSD (PA).

  • Establishes, monitors, and maintains a favorable work environment that is consistent with Equal Opportunity and Equal Employment Opportunity goals and objectives by creating initiatives for affirmative recruitment that promotes diversity and inclusion, training, and career advancement of all employees;
  • Serves as the technical authority on conflict management serves as the Alternative Dispute Resolution Coordinator for DMA;
  • Collaborates with the Human Resource Management staff to identify, coordinate, and manage the EEO, EEOC, Diversity, and inclusion Programs, ensuring training for employees, managers, and supervisors;
  • Motivates managers and employees, fostering creative thinking and innovation, and encourages and leads the development of new or cutting-edge programs and processes.
  • Synchronizes the use of media products and communications technologies, processes and systems, to ensure DMA's consistent and timely responsiveness to the diverse, ever-changing corporate communications needs of the Department's leadership and DMA audience groups.
  • Directs all planning, programming, budget/budget execution, and financial management for an annual appropriated budget in excess of $200 million. Presents and defends the DMA budget and explains DMA programs and activities before Congressional Committees/Subcommittees.
  • Develops, implements and maintains economical organizational structures, manpower arrangements, and functional alignments. Ensures effective and efficient workload distribution fully utilizing all DMA workforce skills and abilities, funds, equipment, facilities and contracts to support assigned tasking and organizational missions. Maintains management internal control systems to ensure that government resources are properly protected from potential fraud, waste, and abuse.
  • Exercises the full spectrum of personnel management responsibilities and authorities for a workforce of approximately 1500 military and civilian government personnel, contract staff, and non-appropriated fund employees stationed throughout the world. Establishes and maintains a high quality, highly motivated, and well trained workforce. Ensures that employee goals and objectives are linked to the DMA strategic plan; that they are objective, attainable, measurable or quantifiable.
  • Acts within the authority of DoDD 5105.74 on all matters relating to DMA. Represents DMA in high level meetings, briefings and conferences with top level executives and managers from the Department of Defense, Congress, other Federal Agencies, state and local governments, corporate media officials, professional associations, and representatives of public organizations.

Qualifications

To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs), Technical Qualifications and other qualifications, if applicable, listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

Applicants must submit written statements (narrative format ) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Please limit your written statements to two pages per ECQ.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to not to exceed a total of two pages per statement per technical qualification. Do not exceed a total of 4 pages for TQ narratives.


1. Experience at the executive level of government/ private industry in developing and leading communication strategies designed to inform and educate diverse audiences utilizing the full range of information technology to include traditional and emerging media.
2. A sound understanding of the structure, function, missions, roles and responsibilities of the Office of the Secretary of Defense, the Joint Chiefs of Staff, the Military Services, Defense Agencies and Field Activities.

Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

Substitution of education may not be used in lieu of specialized experience for this grade level.



Additional information

  • Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position. This must be submitted annually and upon termination of employment.
  • Background Investigation: This position is designated special sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointment basis. This requirement may take 120 days or longer to process. The incumbent must complete a Single Scope Background Investigation (SSBI) and favorable adjudication by a determining authority and be eligible for a Top Secret clearance and access to sensitive compartmented information (SCI). If selected for Federal employment, you will be required to complete a "Declaration of Federal Employment," (OF-306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check.
