Summary

Employee serves as a Human Resources Specialist in the Office of Human Resources Section of the Management Division of the Financial Crimes Enforcement Network (FinCEN). Employee has responsibility for advising on and performing an array of services to a portfolio of units within FinCEN. Employee also has primary responsibility for one or more HR functional areas and is assigned special projects that entail developing and implementing new HR projects and activities.

Non Sensitive: This is a non-sensitive position designated as high risk public trust, favorable adjudication of a Tier 4 investigation is required. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 4 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

As a Human Resources Specialist, you will:

  • Advise on and conducts recruitment and placement activities for hiring, promotion, and reassigning staff.
  • Ascertain that performance reviews are conducted and that performance issues are addressed including, as necessary, the development of performance improvement plans.
  • Determine that position descriptions are accurate and appropriate for the assigned employee or for recruitment actions. Initiates action to accomplish revisions or amendments to established PDs or, if necessary, development of a new PD that describes the assigned functions.
  • Advise on benefits matters, including all forms of leave, paid and unpaid, and the provisions of leave sharing, the Family Friendly Leave Act, and the Family Medical Leave Act

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes performing HR advisory services in a minimum of two of the following HR areas:

  • Classification and Position Management
  • Compensation
  • Staffing/Recruitment
  • Benefits
  • Performance Management
  • Employee Relations


Such experience must include analyzing problems and issues, and advising management of recommended solutions.

 
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a Public Trust background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
