The Deputy Assistant Inspector General, Information Technology Audits and Computer Crime Investigations (DAIG, ITACCI) serves under the direction of the Assistant Inspector General, Information Technology Audits and Computer Crime Investigations (AIG, ITACCI) The DAIG, ITACCI is responsible for conducting, supervising, and coordinating Information Technology (IT) audits and a full range of advanced computer and statistical techniques, including data analytics.
Summary
The Deputy Assistant Inspector General, Information Technology Audits and Computer Crime Investigations (DAIG, ITACCI) serves under the direction of the Assistant Inspector General, Information Technology Audits and Computer Crime Investigations (AIG, ITACCI) The DAIG, ITACCI is responsible for conducting, supervising, and coordinating Information Technology (IT) audits and a full range of advanced computer and statistical techniques, including data analytics.
Advises on matters related to IT audits, cybercrime investigations, and data analytics.
Directs, develops, initiates, and oversees policies, procedures, and techniques used by the ITACCI staff.
Responsible for the oversight of the annual Federal Information Security Management Act (FISMA) audit to satisfy OMB and DHS annual reporting requirements to assess the effectiveness of IT security controls.
Directs the performance of all internal audits of Departmental Information Technology systems and operations within the framework of policies, standards, and procedures established by ITACCI and/or Audit Services.
Reviews audit programs and work papers, reports, and audits in process to evaluate: adherence to prescribed policies and standards, the quality and effectiveness of audits completed, or in process, and the performance of the staff members.
Oversees the quality control of all phases of nationwide audit operations to assure that management of audit activities is in accordance with audit standards established by the Comptroller General of the United States.
Coordinates with the OIG’s Quality and Integrity Group to ensure appropriate quality assessments are completed.
Assures effective liaison and coordination with other Offices of Inspector General, including Audit Services and Investigation Services, as needed to develop approaches for conducting joint initiatives to detect and prevent fraud and abuse.
Reviews audit reports for effectiveness of presentation, adequacy of supporting data, conformance with policies and standards; formulates and recommends new or revised policies and standards.
Assures the preparation and issuance of draft and final audit reports to appropriate Department programs and management officials. Works with Department operating and management officials to obtain prompt and effective action on audit findings and recommendations.
Advises on and oversees data analytics operations, and makes final recommendations of all analytical and risk models for all operational elements within the OIG.
Provides technical policy advice and assistance to the AIG ITACCI on information technology issues internal and external to the OIG.
Serves as an OIG liaison on information technology-related matters with Department officials, representatives of other office of Inspector General, other Federal agencies, members and staff of Congress, intergovernmental groups, and professional organizations and in this capacity provides comments to legislative, OMB policy directives and guidance on IT operations issues that have a government-wide impact.
Oversees the preparation of workload determination and budget requirements; the preparation of justification and recommended priorities for long-range planning; and the preparation, execution and tracking performance measures and results.
Participates in staff recruitment and in-house training and ensures that staff development programs are used effectively.

Qualifications

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. MTQ 1: Extensive knowledge of, and experience in managing the planning, development, and implementation of audits relating to fraud, waste and abuse, program results, or information technology audits such as the Federal Information Security Modernization Act of 2014.
MTQ 2: Professional education and/or significant experience in the accounting or auditing field that has led to recognized, well established professional status in accounting or auditing.
MTQ 3: Ability to communicate effectively with high level officials in Federal agencies and the private sector.
MTQ 4: Experience fostering relationships with Federal, State, or Local Government entities to promote economic efficiency and/or to detect and prevent fraud and abuse in Federal programs and activities.
When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.
Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

Basic Requirements
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours in
business law. OR
B. Combination of education and experience at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge.
The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of paragraph A, provided that (a) the applicant has successfully demonstrated the ability to perform work of the GS-11 or higher level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
