Summary

The incumbent serves as an Accountant within the Finance & Acquisition Center, National Energy Technology Laboratory (NETL). Accounting is responsible for ensuring the financial integrity of the Laboratory’s books and records, while providing effective financial management support to all customers.

The incumbent of this position serves as an advanced trainee accountant, utilizing a professional knowledge of accounting principles and procedures in carrying out developmental assignments.

Duties

Help

As an Accountant in the National Energy Technology Laboratory (NETL),  you will:

Grade 7: 

-- Enter and process data into various accounts and the general ledger; examine accounting documents for proper accounting classification and authorization; develop automated accounting instructions and procedures for routine transactions; analyze financial and statistical data

-- Prepare monthly trial balances and financial reports that contain timely, accurate, and essential financial management information

-- Adjust differences between the general ledger and subsidiary accounts; close entries

-- Monitors and assures that all grant and contractor activity are properly recorded and reconciled in the automated accounting system. The employee promptly resolves all discrepancies performing reconciliations; analyzing avariety of accounts.

SPECIALIZED EXPERIENCE REQUIREMENTS

In addition to meeting the basic education requirements under "Education Requirements" , applicants must meet the specialized experience as identified below:


A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

At the Grade 7:  Candidates must have one year of specialized experience equivalent to the next lower grade level in the Federal Service performing routine accounting assignments including interpreting and applying accounting policies and procedures defined as:

  1. Performing assignments including interpreting and applying policies and procedures.
  2. Performing account reconciliations, and processing data into the financial and accounting systems.
  3. Assisted with the reviewing and compiling financial statements, footnotes, and reconciliations using an automated financial system.

You may substitute education for specialized experience as follows:

-- One year of graduate-level education (18 semester hours, 27 quarter hours or equivalent) or have a bachelor's degree and meet one of the following requirements for superior academic achievement.   A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of staudy or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

You may qualify with a combination of experience and education.  To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level.  Then, your education is calculated as a percentage of the education required for the grade level.  The two percentages are added together.   The total percentage must equal at least 100 percent to qualify for that grade level.

Grade 7:

1.  Knowledge of generally accepted accounting principles, theories and practices.

2.  Skill in reviewing, analyzing, and summarizing financial and accounting information.

3.  Ability to learn and apply principles,practices, methods, and techniques of the assigned functional area.

4.  Ability to clearly communicate factual information orally/in person and in writing.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This vacancy has a mandatory education requirement (also known as a "positive educational requirement" under "Basic Requirements").  Therefore, you must provide documentation supporting any education claims in your application.
Basic Requirements
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
  2. OR
  3. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirement.

      EDUCATION:
      Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
