The incumbent serves as a Biological Scientist as part of the Animal and Plant Health Inspection Service (APHIS) Graduate Science Fellows Program by participating in scientifically sound projects leading to short- and long-term benefits that support the APHIS mission. The projects will help introduce new technology or methodology to APHIS and modernize the APHIS program it supports.
Summary
The incumbent serves as a Biological Scientist as part of the Animal and Plant Health Inspection Service (APHIS) Graduate Science Fellows Program by participating in scientifically sound projects leading to short- and long-term benefits that support the APHIS mission. The projects will help introduce new technology or methodology to APHIS and modernize the APHIS program it supports.
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Participates in scientific projects administered by the APHIS Science Committee (ASC) in conjunction with APHIS programs.
Helps to ensure project development and findings are based on sound biological and geographical principles and consistent with the Agency's goals, regulatory authorities, and overall policies.
Collaborates and coordinates with scientists in other APHIS programs to carry out scientific projects in order to provide analyses and assessments.
Confirming the presence of viruses and viroids identified by Hight-Throughput Sequencing by using other molecular methods such as ELISA, RT-PCR, RT-qPCR, and/or Sanger sequencing.
Search the literature and identify the most appropriate method for molecular analysis and utilize the method successfully for confirmation of the plant virus.
Maintains familiarity with current scientific trends and interpreting information on animal and plant pests and pathogens as they relate to issues faced by the Agency.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
0401 BASIC REQUIREMENT: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 grade level) that demonstrates:
Participating in molecular biology tasks and technologies (e.g. PCR, qPCR, sequencing, etc.) on plant samples while utilizing good laboratory practices (GLP).
Preparing technical documents, reports, or briefings for review.
OR 1 year of graduate-level education in biological sciences, plant sciences, molecular biology, or related field.
OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements.
Equivalent combinations of education and experience are qualifying for this grade level.
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 grade level) that demonstrates:
Independently working on molecular biology tasks and technologies (e.g. PCR, qPCR, sequencing, etc.) on plant samples while utilizing good laboratory practices (GLP).
Preparing technical documents, reports, or briefings for presentations or wider distribution.
OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in biological sciences, plant sciences, molecular biology, or related field.
Equivalent combinations of education and experience are qualifying for this grade level.
TRANSCRIPTS are required:

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07/09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Additional information
First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
This position is eligible for telework within the local commuting area of the duty location of the position. Employee participation is at the discretion of the supervisor.
This is a term-equivalent appointment not to exceed 13 Months. (Appointment may be extended up to 4 years without reannouncing).
Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
Part-time work hours are expected to be 20-30 per week.
