The incumbent will provide overall advice and assistance on management-employee relations, discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions. Utilizes a wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations. Provides management-employee relations support where issues typically involve extremely difficult situations and environmental conditions causing significant problems in identifying the nature and scope of personnel issues. Keeps up-to-date with new policies and procedures and independently develops plans to assure timely, effective implementation of newest concepts and procedures. Works with employees and supervisors to define and implement reasonable accommodations to allow employees with disabilities to perform essential job functions.
Permanent Change of Station (PCS) expenses will not be paid.

Qualifications
Applicant may qualify for this position based on specialized experience. At the GS-13, applicants must possess one (1) full year of specialized experience equivalent to the GS-12 grade level. Specialized experience includes experience in applying employee relations' principles and practices, and legal and regulatory requirements. Experience includes preparing written disciplinary actions and performance based decisions.
