Duties

  • Inspect construction materials and equipment for conformance with specifications.
  • Perform final review of drawings and exercise judgment in selecting best design layouts.
  • Provide technical advice in coordinating detailed site surveys and stake setting.
  • Interpret engineering project notes, data, and specifications to prepare design and layout of roads, trails, bridges, drainage structures, and other systems.
  • Conduct field surveys to provide data for civil engineering project designs.
  • Prepare sketches, construction details, installation drawings and other technical products to support civil engineering projects and operations.
  • Conduct inspections of civil engineering and construction project materials, equipment, construction techniques, processes, and installation to ensure compliance with contract requirements
  • Write reports to inform contractor, engineer, and contracting officer representative of quality assurance and control issues.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the date the certificate of eligible candidates is issued. Specialized Experience Requirement:

For the GS-7 level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level GS-06 in the Federal service; OR one full year (18 semester hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as: Engineering, Construction Management, or Surveying); OR combinations of graduate level education and specialized experience that together meets the requirements of the position. The education must have been obtained in an accredited college or university. Examples of specialized experience include one or more of the following: Provided engineering support to senior engineers in the development, planning, and design of civil engineering construction projects; Conducted field work to gather survey data in the development of improvement plans; Performed a variety of research and produced technical drawings to assist in the development of contract plans, specifications, and estimates; Accompanied Inspectors and/or Contracting Officer Representative (COR) to observe, record, and provide input about administration and inspection of a project.

For the GS-8 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level GS-07 in Federal service; OR two full years (36 semester hours) of successfully completed graduate level education or master's degree if the coursework is directly related to the work of the position (such as: Engineering, Construction Management, or Surveying); OR combination of graduate level education and specialized experience that together meets the requirements of the position. The education must have been obtained in an accredited college or university. Examples of specialized experience include one or more of the following: Prepared sketches and developed layouts, construction details and installation drawings, including finished plans and profile sheets; Supervised crews in setting construction stakes for clearing, grading and drainage structure; Inspected an entire project of limited size or complexity or a minor part of a large project such as a forest road construction project that includes only clearing, grading, and drainage structures.

For the GS-9 level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level GS-8 level in the Federal service; OR two full years (36 semester hours) of successfully completed graduate level education or master's degree if the coursework is directly related to the work of the position (such as: Engineering, Construction Management, or Surveying). OR combinations of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience include one or more of the following: Attend pre-bid and bid opening conferences to discuss principal construction features and requirements in terms of methods and equipment; Prepared designs and layouts of roads, trails, bridges, drainage structures, and other systems of limited scope and complexity; Developed and submitted revised or alternate designs to eliminate or reduce engineering problem areas without undue sacrifice of standards, economy, or esthetics; Conducted a range of standard surveys and data collection activities to provide data for civil engineering project design; Conducted inspection of construction projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
