Duties

Help
  • Research, analyze, and evaluate data for response to information requests; assemble and review proposed FOIA release packages
  • Develop, Implement, and maintain privacy policy and procedure.
  • Establish and conduct formal and informal training courses for personnel on Privacy Act and Freedom of Information Act.
  • Evaluate FOIA and PA programs compliance with Air Force Directives and public law.

  • PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books; Bending is the only specific physical demand required to perform the work.
  • WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

AND

SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within a field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band or equivalent. Specialized experience is described as helping to formulate policy, advise agency management, and ensure compliance with Federal laws governing the flow of information.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to research, analyze, interpret and apply Executive Orders 13526, Public Laws 105-26 (Kyl Amendment) and PL 106-65 (Lott Amendment), the Atomic Energy Act of 1954, the Freedom of information Act, and the Privacy Act of 1974, as amended.
2. Skill in analyzing, researching, processing and finalizing simple/complex FOIA requests
3. Skill in oral and written communications to prepare written reports, supplemental instructions, or to write and present briefings/training seminars to trainees and chiefs/directors/commanders.
4. Ability to meet and deal with public inquiries, legal agencies and supervision using a high degree of tact, confidentiality and diplomacy.
5. Skill in interpreting and making decisions regarding a variety of complex regulations and laws.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
