As a Human Resources Specialist, you will:

  • Interpret and apply OPM position classification standards to determine the proper official position title, occupational series, and grade levels of positions.
  • Provide senior management with accurate and timely information on current issues that impact on OIG’s employee relations program and makes appropriate recommendations.
  • Serve as OIG’s leave expert. Review all requests for extended leave and advanced leave to determine compliance with laws, policies and regulations.
  • Provide the full range of executive resource support activities including obtaining OPM approval for Executive Service (SES) members’ performance management system, reviews of performance plans and other related activities.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:  For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • applying position classification standards, regulations, policies, and procedures; AND
  • experience in the private or public sector, advising management on human resources (HR) programs or functions (e.g., classification, employee relations, performance management or human resources development) to ensure compliance with HR regulations.

Time-in-Grade:  In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment:  Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- Must successfully complete a background investigation.
