Duties

Help

As the Assistant Inspector General for Audit, you will have the following responsibilities:

  • Serve as the principal adviser to the Associate Deputy Inspector General, Deputy Inspector General and Inspector General on all audit matters and activities required by the Inspector General Act.
  • Plan, develop, and direct a comprehensive audit program designed to ensure that all Agency programs are effectively, efficiently, and economically administered; coordinate work with the Offices of Evaluation and Investigations.
  • Establish appropriate standards, criteria, and plans for the scope, frequency and focus of audits. Participates with key officials in developing local and nationwide criteria, principles, and proposals for long-range and current audit policies, procedures, and standards for conducting complex internal and external reviews of operations of Agency programs.
  • Coordinate with top Federal, State and local Agency program and Audit officials in matters pertaining to EPA audit programs.
  • Advises the Associate Deputy Inspector General, Deputy Inspector General and Inspector General and other officials concerning the extent of examinations necessary to adequately appraise the operations of the Agency.
  • Through the Associate Deputy Inspector General, Deputy Inspector General and Inspector General, keep the Administrator and other Agency officials informed of all significant audit findings and recommends appropriate action. Periodically reports on trends developing within specific programs, as disclosed by audits, and provides appraisals of the programs and activities which have been reviewed.
  • Based on reports of audits and knowledge of EPA’s policy, determine the responsiveness of remedial action and recommends or directs the recommendation of further action to responsible officials when such action appears deficient. Inform the Associate Deputy Inspector General, Deputy Inspector General and Inspector General of those significant matters on which agreement cannot be reached.
  • Represent the Inspector General in contacts with other government agencies in connection with audit findings and serves as liaison with agencies for the purpose of exchanging information of mutual benefit.
  • Within delegated authority, establishes goals, develops plans, determines number and kinds of staff needed, prepares staffing and program budget requests for audits, establishes internal operating policies and procedures, allocates resources, assigns and evaluates work, provides for training and support services, selects or recommends the selection of staff, arranges for the appraisal of employees, counsels employees, and carries out Agency personnel management and EEO program goals and objectives.
  • Conduct such special audit reviews as may be requested by the Associate Deputy Inspector General, Deputy Inspector General and Inspector General.
  • Provide leadership and manage a staff of approximately 75+ multi-disciplined professional located in several EPA OIG offices across the country.

Current or former career Senior Executive Service (SES) employees, with reinstatement eligibility, or candidates who have successfully completed a SES Career Development Program approved by OPM are not required to address the Executive Core Qualifications (ECQs), however you must still address the Technical Qualifications. All other applicants must submit narrative statements covering each of the Executive Core Qualifications and Technical Qualifications in order to receive consideration for the position. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration.

When responding to the Technical Qualifications and the Executive Core Qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the Technical Qualifications and Executive Core Qualifications. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to TWO pages per Executive Core Qualifications, and not more than 10 pages total. Technical Mandatory and/or Desirable factors should be limited to no more than ONE page for each factor.

Qualifications

Specialized Experience Requirement:

To be qualified for this position, you must clearly show at least one year of prior experience in a managerial capacity with responsibility for: providing supervisory direction to a large and diverse organization responsible for promoting and auditing economy, efficiency, and effectiveness in the administration of Federal and State programs and operations and preventing and detecting fraud and abuse in such programs and operations. This experience must evidence sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials.

MANDATORY TECHNICAL QUALIFICATIONS - Please provide a narrative not to exceed one page per TQ.

TQ 1.  Demonstrated experience in planning, developing, and directing large or national scale audit programs from inception to completion in accordance with generally accepted government auditing standards to assess program outcomes for purposes of improving program efficiency and effectiveness.

TQ 2.  Senior-level experience managing an organization’s corporate culture that (a) embraces customer service (b) empowers personnel to their full potential; (c) facilitates internal and external communications (i.e., reports, briefings, presentations, etc.) and (d) engages with multiple audiences such as Congress, Agency heads, Federal and State Officials, Special Committees and the general public including through the use of news and social media platforms.

Desirable Qualifications

Although not mandatory include professional certifications (e.g. CPA, CIA, CFE, CGFM).

Education

You need a degree or combination of education and experience as described below to qualify for this position.

In addition to meeting the Specialized Experience Requirement, candidates must meet the Basic Requirement for the ES-511 Auditing Series:

Applicants may meet the Basic Requirement by meeting one of the following:

A. An undergraduate degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours of accounting (may include up to 6 semester hours in business law).
B. At least 4 years of experience in accounting, or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Such experience and/or education must include one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (including up to 6 hours of business law); 2) a certificate as a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) obtained through written examination; or
3) completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours) but that does not satisfy the 24 semester hours requirement provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, (b) a panel of at least two higher level professional accountants or auditors has determined you have demonstrated good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement which is normally associated with successful completion of the 4 year course of undergraduate study in accounting or related field, and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training,
and experience fully meet the requirements.

Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.

You will be evaluated for this job based on how well you meet the qualifications above.

The EPA OIG uses the traditional ECQ based evaluation method. If you meet the basic requirements, your application will be forwarded to an SES Rating Panel for rating and ranking based on your narrative responses to the TQs and ECQs. The Executive Resources Board recommends the best qualified candidates to the selecting official for consideration. You will be notified of the outcome of your application.
