Duties

Help

As a Supervisory Information Technology Specialist, you will:

  • Manages, directs, and coordinates in system projects involving feasibility studies, software development life cycle (SDLC), cloud migration, cloud platform deployment, enterprise application management and virtualization for ongoing operations support measures.
  • Directs the development and maintenance of technology applications used to collect, review, and otherwise enable EIA program offices to manage their data information and/or prepare associated program analysis products to meet emerging needs in accordance with applicable IT policies and standards, and to create efficiencies where possible
  • Interviews, recommends appointments, promotions, sets and evaluates performance standards, identifies developmental and training needs of employees; gives advice, counsel, and/or instruction to employees on both work and administrative matters.
  • Ensures that Standard Operating Procedures (SOP), including server configurations and tuning, database configurations and toning, change control procedures, and configuration management are followed. Monitors the performance of backup procedures and verifies their success.
  • Reviews proposed IT related program requirements/changes for consistency with established configuration control and compliance with Departmental and OMB requirements to include planning, organizing, and directing the work of federal IT specialists and oversees the quality, quantity, timeliness and cost-effectiveness of contractual services in accordance with established contract provisions.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

  • Led projects dealing with systems applications and services and includes: database development, integration, interfaces, configuration, maintenance, troubleshooting, problem solving and systems management.
  • Initiated, directed, and coordinated efforts for analysis, design, development, and implementation of information management systems (hardware, software, and communications) using life-cycle management to ensure conformance to the organization architecture.
  • Planned, assigned and scheduled work to be accomplished by subordinates based on priorities, selective consideration of the difficulty and requirements of assignments. 
  • Implemented policies and safeguards to protect IT (cyber) resources in compliance with Departmental, OMB and Congressional requirements.

  • Knowledge of the principles, methods, and techniques of Information Technology project planning, management, monitoring, and evaluation in System administration and data base administration, cloud integration and migration, Property management in isolating and defining architecture, program and product innovation issues/problems and devising solutions which may establish new precedence and/or new policy.
  • Ability to directs day-to-day operations of a highly technical and complex IT program and infrastructure including development of applicable IT policy, establishment and maintenance of customer relationships, and compliance with a variety of IT and procurement requirements mandated by the Department, other government agencies and legislative enactments.
  • Ability to plan work to be accomplished by the Office and its members; set and adjust short-term priorities and schedule work completion based on priorities, consideration of difficulty and requirements of assignments and capabilities of the members. Skill to listen and resolve complaints from members and effect disciplinary measures as appropriate to decide what needs to be done by conducting extensive investigation and analysis of largely undefined factors and conditions to determine the nature and scope of problems and to devise solutions.
  • Ability to ensures that DOE-wide security enhancement initiatives, including implementation of training programs, firewalls, network intrusion detection, incident response and reporting, dissemination of threat information, e-Authentication capabilities, etc., are consistent with cybersecurity baseline controls and policies.
  • Knowledge of national policies, goals, and legislation in reviewing internal policy guidance and regulations which apply to the conduct of diverse program operations, oversee development of policy guidance in the form of Directives, and implement procedures which program and field organizations use in evaluating program effectiveness.
