Duties

Help

You will:

- Oversee an air media program to ensure compliance with environmental requirements, and resolve unusually complex, controversial, or sensitive environmental and restoration problems.

- Participate in training and emergency response exercises as a member of the Radiological Emergency Response Team (RERT) to provide air quality expertise and support; as well as provide programmatic and technical expertise on air quality and/or restoration programs to internal and external stakeholders.;

- Review and implement environmental technical standards, guidelines, policies and formal regulations.

- Establish and maintain effective working relationships with internal and external stakeholders.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation.  Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

If you are selected, you may be required to complete a one-year probationary period.

This position requires the use of personal protective equipment (PPE).

Participation in the medical monitoring program is required.

You will be required to obtain and maintain a secret security clearance.

You will be required to obtain (before coming on board) and maintain a valid driver’s license and must be able to operate a Government-owned or leased motor vehicle.

You may have limited exposure to hazardous materials.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as recommending program changes on air quality programs and plans; drafting and recommending regulatory/non-regulatory policies, directives and guidance and determining the impact on air resources; and participating in emergency response team training and exercises.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of pertinent federal, state, and local laws and regulations, such as the Clean Air Act (CAA), and/or other air quality laws, documentation and reporting requirements; 2) Knowledge of environmental emergency response concepts, principles and practices; 3) Skill in written communication sufficient to respond to a wide variety of external inquires, and develop program reporting, policies and guidance. 4) Skill in oral communication sufficient to provide expert guidance and negotiation on complex aspects of environmental protection policies, plans and programs; 5) Knowledge of air program management concepts, principles and practices; 6) Skill in developing, planning and implementing air protection programs and requirements; 7) Skill in identifying and developing relationships with internal and external stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

You do not need a degree to qualify for this position.
