Summary

This position is located in the Executive Office and reports directly to the Principal Deputy Special Inspector General. The incumbent is responsible for planning overall communications strategy for the agency. The incumbent deals with wide-ranging and influential audiences including national media, consumer and special interest groups, the general public, intermediaries, professional associations, academic institutions, governments and foreign organizations.

The Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP) was established at the Department of the Treasury under the Emergency Economic Stabilization Act of 2008. The mission of SIGTARP is to conduct, supervise, and coordinate audits and investigations of the purchase, management, and sale of assets by the Secretary under the TARP. SIGTARP is a temporary agency and it is anticipated that the organization will be in in existence until at least 2024. We are looking for people to join our team as we take on our responsibility to oversee this historic program and its participants.

As a Public Affairs Specialist, you will:

  • Establish and execute the overall public communications program for the agency;

  • Serve as an advisor to the Special Inspector General and other senior level managers on dealing with influential audiences on media and information needs concerns with respect to programs and responsibilities;

  • Establish and maintain effective working relationships with the media, professional associations, non-profit organizations, and other government agencies to explain program objectives and obtain feedback on information needs, concerns, reactions and attitudes;
  • Formulate, oversee and direct the structural development of creative products, including all media messages, scripts, and story boards for television, radio, print, and Internet publications. Design parameters, analyze and compile results to measure media effectiveness and make appropriate adjustments to the concept, message, and promotional materials.

The experience may have been gained in either the public or private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. The Special Inspector General for the Troubled Asset Relief Fund has the authority to appoint highly qualified re-employed annuitants with a salary offset (reduction) waiver.   Appointments may be permanent or temporary, not to exceed one year, which may be extended yearly. All re-employed annuitants serve at the will of the agency head and appointments do not confer tenure.

Qualifications

 You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-15:  You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience with federal banking supervision/regulations, federal housing and community development finance programs and experience with major federal criminal/civil investigations.

Additionally, experience must include at least four of the following:
- Planning, organizing and developing programs of a significant scope;
- Conveying information to the general public and segments of industry;
- Preparing materials for all forms of mass communications and briefings for senior-level officials;
- Developing effective and measurable communication strategies to the media and general public;
- Communicating with and briefing senior-level management regarding communication and outreach strategies; OR
- Developing written communication and outreach materials designed to inform the public on issues.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
