Summary

The incumbent of this position serves as an Auditor in the Office of Audits (AUD), Office of Inspector General (OIG), of the U.S. Department of State (Department). OIG has statutory oversight responsibility covering the Department and the U.S. Agency for Global Media (USAGM). Responsibilities of OIG/AUD include strengthening integrity and accountability by ensuring the most effective use of resources with emphasis in contract/grant oversight, financial management and information technology.

Duties

Help

As an Auditor under the general supervision of a OIG/AUD Division Manager the incumbents’ duties and responsibilities may include the following:

• Assist with planning and conducting audits and evaluations of management processes and systems of the U.S. Department of State and the U.S. Agency for Global Media organizational entities located domestically and abroad.
• Evaluate economy, efficiency and effectiveness of management programs and operations, to identify instances of fraud, waste, and mismanagement to determine compliance with applicable laws, regulations and policies.
• Assist and participate in audits of significant scope and complexity.
• Resolves issues encountered in an audit with knowledge of pertinent laws, regulations, policies and precedents to interpret and adapt conclusions on a wide range of audit issues.
• Work effectively as a team member by sharing information and providing constructive feedback throughout the duration of a team assignment.
• Prepare factual and objective written reports in conformance with existing standard’s and ensure that findings are well defined and fully supportable. Includes providing appropriate documentation and well-reasoned recommendations for corrective actions.
• Maintains effective relationships when representing the OIG and effectively negotiating with the Department of State or USAGM Managers to assist with acceptance of audit findings and implementation of recommendations.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS:

A. Applicants must have a degree from an accredited college or university in accounting and/or auditing OR a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 semester hours may include up to 6 hours of credit in business law);

OR

B. Combination of Education and Experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND meet 1, 2 or 3 below:

1. Twenty-four semester hours in accounting or auditing courses. (This can include up to 6 hours of business law.)

2. A certificate as a Certified Public Accountant or a Certified Internal Auditor obtained through a written examination.

3. Have at least 4 years of experience in accounting AND completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours) but that does not fully satisfy the 24-semester-hour requirement described in paragraph A above, AND (a) have successfully worked at the full-performance level in accounting, auditing, or a related field, (e.g., valuation engineering or financial institution examining); AND (b) a panel of at least two higher level professional accountants or auditors determined that I have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A above; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.

Note: All applicants MUST submit transcripts as verification of educational requirement OR a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination OR panel recommendation that includes all the requirements as described under Combination of Education and Experience #3 above by the closing date of this announcement. If applying for GS-07: IN ADDITION to the above basic qualification requirements, you must have at least 1 full year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience must be related to the work of the position and equivalent to at least the GS-05 level in the Federal service.

Qualifying experience must demonstrate the following:

  • Experience in interpreting basic professional auditing concepts, principles and methods sufficiently in order to learn and perform auditing assignments.
  • Experience in applying conventional procedures and practices as a part of an organizational program or entity in order to learn and carry out duties of an audit team member.
  • Experience in using and applying analysis to identify problems, develop solutions and recommend appropriate corrective actions.
  • Experience in communicating effectively, both verbal and written, in order to give presentations and participate in writing clear, concise and accurate audit reports.

OR IN ADDITION to the above basic qualification requirements, you must have a grade- point average of "B" (3.0 or higher on a 4.0 scale) for all completed undergraduate courses or those completed in the last two years of undergraduate study.

OR IN ADDITION to the above basic qualification requirements, you must have completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and have a grade-point average of "B+" (3.5 or higher on a 4.0 scale) for all courses in my major field of study, or those courses in my major completed in the last two years of my undergraduate study.

OR IN ADDITION to the above basic qualification requirements, based on your undergraduate study you must have ranked in the upper one-third of your undergraduate class in the college, university, or major subdivision.

OR IN ADDITION to the above basic qualification requirements, based on your undergraduate study you must be member of a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

OR IN ADDITION to the above basic qualification requirements, you must have completed 1 full year of graduate level education at an accredited college or university which demonstrates the knowledge, skills and abilities necessary to do the work of the position as described in this vacancy announcement.

OR IN ADDITION to the above basic qualification requirements, you must have a combination of graduate education and specialized experience that meets 100% of the qualification requirements for this position as described in this vacancy announcement.

If applying for GS-09: IN ADDITION to the above basic qualification requirements, you must have at least 1 full year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service.

Qualifying specialized experience must demonstrate the following:

  • Experience in interpreting basic professional auditing concepts, principles and methods sufficiently in order to detect the existence of fraud, waste, and mismanagement in departmental operations.
  • Experience in applying conventional procedures and practices as a part of an organizational program or entity in order to determine the degree of effectiveness of management systems and procedures.  
  • Experience in researching and applying analysis by developing flow charts, statistical data and extracting pertinent files from reports to assist the audit team.
  • Experience in communicating effectively, both verbal and written, in order to maintain relationships while representing OIG and prepare written draft findings, ensure finding are supportable and develop recommendations that are reasonable.

OR IN ADDITION to the above basic qualification requirements, you must have 2 full years of progressively higher level graduate education leading to master's degree or master's or equivalent graduate degree from an accredited college or university. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled.

OR IN ADDITION to the above basic qualification requirements, you must have a combination of graduate level education and specialized experience as described on the vacancy announcement, which is equivalent to the work of the position and is equivalent to the GS- 07 level in the Federal service. This education and experience meets 100% of the qualification requirements for this position.
