About the Position:
Serves as Resident Engineer and Authorized Representative of the Contracting Officer in charge of construction work within areas as directed by the Area Engineer.

This position will allow for situational telework only. This position is NOT eligible for full-time telework.

This position is being filled under the Direct Hiring Authority (DHA) for Certain Competitive Service Positions.

Duties

Help
  • Construction quality assurance and contract administration of construction projects. Projects involve work such as waterway channelization, bridge construction, sewage treatment construction, channel rehabilitation, detention reservoir, levee, etc.
  • Oversight of construction for a variety of contracts at various locations within a two-state area (Missouri and Illinois).
  • Ensuring contract work, materials, etc. are in strict compliance with plans, drawings and specifications. Making on-the-spot decisions concerning such items as interpretation of specifications, payments to contractor, and approval drawings.
  • Recommending acceptability of contractor's overall construction procedures.
  • Directing construction quality assurance functions for various projects.
  • Preparing and furnishing guidance relating to computations, progress reports, contractors' partial and final payments, inspection reports, contract modification estimates, price analysis, negotiations, formal modification paperwork.
  • Reviewing and approving contractors' transmittals, shop drawings, and certifications to determine compliance with plans and specifications.
  • Reviewing contractors' proposed variations of design and alternatives to ensure that the design intent and objectives are met and that there are no impacts on other elements of construction project.
  • Maintaining close contact with local officials, state officials, civic group, and outside agencies.

Basic Requirement for Architect series GS-0808

Basic Requirement for Engineering series GS-0801 (General Engineer), GS-0810 (Civil Engineer), GS-0819 (Environmental Engineer), GS-0830 (Mechanical Engineer), GS-0850 (Electrical Engineer)

GS7 Qualifications:
Specialized Experience: One year of specialized experience which includes assisting in the design and construction of civil engineering structures or systems using established criteria or specifications; monitoring civil engineering projects and resources; and identifying civil engineering problems and/or recommending corrective action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering or architecture.

OR

Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

GS9 Qualifications:
Specialized Experience: One year of specialized experience which includes performing field inspections of construction projects, ensuring project compliance with plans and specifications, and completing construction progress reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering or architecture.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS11 Qualifications:
Specialized Experience: One year of specialized experience which includes inspecting construction sites to ensure specification requirements are met; preparing contract modifications, cost estimates, and/or scopes of work for projects; and advising team members or contractors on contract requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering or architecture.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS12 Qualifications:
Specialized Experience: One year of specialized experience which includes Professional engineering/architecture experience related to construction projects; assisting in the technical development and/or oversight of construction contracts; and interpreting plans and specs for contract compliance, providing technical review of construction submittals, and/or making decisions of a contractual or technical nature.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
