  • Perform duties as the Air Force Fire Emergency Services (FES) Training Program Manager.
  • Oversee program development, operational guidelines, training, and implementation of the Fire Emergency Service - Information Management Systems (FES-IMS) across the Air Force Fire Emergency Services Enterprise.
  • Serve as the Air Force technical exert for Fire and Emergency Services Research and Development projects and Contracting Officer's Representative.
  • Administer the Department of Defense Fire and Emergency Services Certification Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series.

SPECIALIZED EXPERIENCE: The applicant must have one year of specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-10), pay band or equivalent. Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, concepts, methodology, and recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes.
2. Knowledge of the theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity.
3. Knowledge of the principles, practices, and techniques of fire protection and prevention proficiency training and the ability to prepare and present appropriate fire protection/prevention material for training purposes.
4. Knowledge of the requirements pertaining to contract management including documenting and reporting.
5. Knowledge of industry standards for information technology system design and functionality for use as they pertain to Fire Emergency Services (FES IT) and data management requirements.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
*Employee is required to possess and maintain certifications from an IFSAC and/or Pro Board accredited entry for: Fire Officer IV (includes Fire Officer I, II, and III), Fire Inspector II (includes Fire Inspector I), Fire Instructor III (includes Fire Instructor I and II), Airport Firefighter and Hazmat Technician (Includes Hazmat Awareness and Operations), Hazmat Incident Commander.

*PHYSICAL DEMANDS: Work routinely involves long periods of standing or bending during training course development and fire training facility evaluations. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.

*WORK ENVIRONMENT: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

**This is a TERM position. It is a time limited position, NTE 12/1/2021. Position may be extended up to a maximum of six years. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such modified term appointment of at least fully successful or equivalent. Current Federal Civilian employees may apply for temporary and term positions and if selected, a break in service of more than three (3) calendar days may be required prior to appointment to the position.**

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
