Summary

The incumbent serves as a Proactive Compliance Coordinating Attorney in the U.S. Department of Education (ED), Office for Civil Rights (OCR) in Washington, DC. The incumbent is responsible for coordinating the legal functions of the Office of Outreach, Prevention, Education and Non-discrimination (OPEN).  OPEN will provide support and technical assistance to recipients aimed at preventing discrimination, while conducting proactive public outreach to the public and stakeholders.

As an Attorney Advisor (Civil Rights), GS-0905-13/14, you will:

•     Ensure technical assistance activities are conducted in accordance with the laws and regulations enforced by OCR, the Assistant Secretary's directives, and case law.  
•     Provide proactive support to recipients and the public through the provision of technical assistance; assess and update existing technical assistance presentations, as well as develop new technical assistance presentations.
•     Possess knowledge of current and emerging civil rights issues to ensure proactive compliance activities appropriately assess and address emerging issues.
•     Engage with and train attorneys and investigative staff in regional offices to ensure appropriate development and delivery of technical assistance.
•     Under the direction of the Director, coordinate technical assistance priorities, monitors progress, and manage efforts to ensure technical assistance objectives are achieved.

Duties above mentioned are at GS-13 level.  GS-14, performs with less supervisor and more complexity.

Qualifications

Minimum Qualifications Requirements.

A. Has obtained the first professional law degree or training which is permitted in some states in lieu of attendance at the law school AND

B. Is an active member in good standing in the Bar of a State, Territory of the United States, the District of Columbia, or Commonwealth of Puerto Rico. 

AND

GS-13:

Three Years professional legal experience at the level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.

 GS-14:

Four Years professional legal experience at the level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.

 Specialized Experience for the GS-13:

At least one year of experience equivalent to the next lower grade at GS-12 performing all three (3) of the following duties or work assignments:

1.  Experience ensuring technical assistance activities are conducted in accordance with applicable statutes and regulations.

2.  Experience ensuring proactive law enforcement or legal compliance activities are legally sufficient.

3.  Experience identifying, anticipating, and responding to or addressing emerging legal issues and emerging regional or national trends.

Specialized Experience for the GS-14:

At least one year of experience equivalent to the next lower grade at GS-13 performing all three (3) of the following duties or work assignments:

1.  Experience ensuring activities are conducted in accordance with laws and regulations.

2.  Experience ensuring proactive law enforcement or legal compliance activities appropriately assess and address emerging issue and updating existing technical assistance presentations.

3.  Experience identifying, anticipating, and responding to or addressing emerging legal issues and emerging regional or national trends, particularly technical assistance needs.

Education

Education cannot be substituted for experience for this position and grade level.

Telework: This position is telework eligible. At the discretion of the supervisor, generally employees may be authorized to telework one day per week if they are on regular 8-hour work schedule.  Teleworkers may participate in some Alternative Work Schedules (AWS) in combination with a Telework Agreement. However, all employees must work from the official worksite location a minimum of four (4) days per work week.  

Bargaining Unit: This position is not included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. We may make additional selections from this vacancy announcement within 90 days from the date the selection certificates are issued, should vacancies occur. We may also share selection certificates amongst program offices across the agency.
