Duties

Help
  • Provides guidance, direction and supervision to attorneys and other staff of the Office of Legal Counsel (OLC) in the performance of their legal and administrative duties.
  • Assigns responsibility, provides direction, and interacts with staff and management in the drafting of EEOC guidelines, regulations, policies, opinion letters, other substantive interpretations of the federal EEO laws, and memoranda of understanding.
  • Plans and implements the ongoing process of conducting reviews of proposed legislation, regulations, guidelines, policies, and training programs to determine their impact on the Commission's statutory mandates.
  • Assigns responsibility for preparation of, and reviews drafts of legal advice memoranda for Commission program offices and of decisions for Commission consideration on complex and novel issues.
  • Meets with high level officials of the Commission, other governmental agencies, and congressional aides regarding complex legal matters on policy and procedure which could have a nationwide impact.
  • Performs various supervisory functions such as interviewing applicants, selecting new hires, recommending promotions, conducting performance appraisals, and identifying training needs of employees.

Qualifications

For the GS-15:You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have four years of professional legal experience with at least one year being equivalent to the GS-14 level in the Federal service.

Professional legal education above the first professional law degree may be substituted for experience required as follows:(a) The second professional law degree (LL.M) may be substituted for one year of experience (b) The third law degree (J.S.D) may be substituted for one year of experience beyond the LL.M.
