Duties include but are not limited to:
Develops Scopes of Work (SOW) for the design and construction of CNIC HQ FFR facilities (e.g., recreation; community support; lodging; and/or Morale, Welfare and Recreation (MWR) business-based activity facilities) including new construction, renovation, and/or conversion of existing facilities.
Provides support to the Region PMs in all aspects of facilities construction related work including planning, organizing, coordinating, and executing all facets of the facilities’ projects.
Assists in preparation of project nominations; facilitates the Project Validation Assessment to determine program user needs/facility demands, estimation of local competition with the program, and operational analysis including evaluation existing facilities, physical condition, functional adequacy, compliance with safety regulations, etc.; and reviews the PVA draft and final reports for accuracy/feasibility.
Identifies efficiencies and cost-effective measures related to NAF capitalization efforts with focus on development of the design and construction (design/build, design/bid/build) process which supports the missions of MWR, Child and Youth Programs, and Navy Lodging Program.
Develops Acquisition Plan for project(s) by identifying and organizing responsibilities and support required to execute project(s); develops and monitors project schedule(s), budget(s) for construction, design and construction management services, and collateral equipment; prepares purchase request(s) and independent government estimates for design, construction, renovation, contract modifications, task orders, and delivery orders; and works with contracting officers to ensure procurement integrity and separation of functions between Project Management and Contracting.
Develops Independent Government Estimates (IGEs) for all solicitation and contract types, including modifications for change orders; coordinates required documents from local base (NAF Instrumentality, Public Works, or Naval Facilities Engineering Command); prepares evaluation plans for complex procurements or those that exceed the simplified acquisition threshold; and prepares independent government estimates for new work and modifications to award documents.
Identifies requirements and assists with procurement negotiations for assigned project(s); assures compliance with contractual requirements related to the scope of service, schedule, budget, and performance time requirements; provides certification for receipt of construction payments and architectural/engineering (A/E) payments; and validates contractor submitted change orders.
Oversees development and maintenance of project files and records, ensuring project activities are documented and files are maintained and organized in accordance with the developed Standard Operating Procedures.
Corresponds with the activity PW office on the full range of planning issues impacting the execution of project(s) in order to resolve issues at the earliest possible time, enabling adequate control of costs and/or time extensions at the programming level, prior to actual execution.
Reviews A/E submissions, specifications, cost estimates, technical planning documents, project documentation, and project status reports involving new construction, repair, renovation, alteration, and expansion of facilities; and coordinates A/E design development with commercial A/E firms, NAVFAC, Department of the Navy, non-Navy Department of Defense agencies, and other governmental agencies.
Develops design problem statements and continuously reviews project(s) through all phases of planning, programming, and design to include monitoring and evaluating performance of all project related activities; participates as design manager when assigned to NAVFAC executed NAF or Military Construction projects; and participates in source selection and technical evaluation boards for NAF and appropriated fund projects.
Develops, reviews, and conducts on-site master plans; and coordinates those plans with Regional Shore Infrastructure Plans/installation Master Plans, and Capital Improvement Plans.
Provides on-site facility planning and design assistance, including, but not limited to provision of concept sketches with design alternatives, product/finish recommendations, and project nomination/execution guidance.
Supports the Capital Requirements Coordinator, in the day-to-day operations of the NAF Capital Program (e.g., screening/commenting on nominations, review of the pre-Internal Needs Validation Study (pre-INVS), scoring of full INVS); assists with data collection, verification of accuracy, and transfer to reports and briefings for upper-level management and new employees; and assists in development or conducting training in the form of face-to-face sessions, webinars, or similar formats.
Participates on committees and provides input to changes to instructions, Unified Facilities Criteria, and other documents relating to Navy NAF facilities.

Knowledge of the principles, concepts, practices, and techniques of administration of NAF Capital Programs to include design, operations, and management of recreation, community support, lodging, and/or MWR business-based activity facilities.
Knowledge of environmental and economic considerations along with industry trends in recreation, community support, lodging, and/or MWR business-based activity facilities.
Knowledge of DoD planning, programming, and budgeting for NAF and APF budgeting and accounting systems and applicable laws, rules, regulations, directives, and instructions.
Knowledge of the organization, structure, and operation methods of DoD, DON, NAVFAC, CNIC, local commands, etc., in order to appropriately frame inquiries and provide responses related to the planning and execution of assigned project(s)/tasks.
Knowledge of acquisition methodologies currently in use within industry and government.
Knowledge of project nomination and vetting processes and procedures (Nomination Forms and Planning Status Sheets).
Skill in preparing clearly written SOW for construction projects including new SOW and modifications for change orders in accordance with current codes and regulations.
Skill in the use of a computer including automated systems (e.g., Word, Excel, Power Point, spreadsheets, databases, etc.).
Skill in analyzing/evaluating records, reports, regulations, and other relevant materials pertaining to assigned tasking, and in preparing reports.
Skill in conducting subject matter related training.
Ability to analyze project specifications, proposals, construction plans, etc.
Ability to communicate effectively both orally and in writing.
Must possess a degree in architecture, engineering or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least 30 semester hours were in architectural or engineering design, and 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems; OR a combination of education and experience college-level education, training, and/or technical experience that furnished a thorough knowledge of the arts and sciences underlying professional architecture, engineering or related field, and a good understanding, both theoretical and practical, of the architectural or engineering principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
