Duties

Help

Assist in the development of budget initiatives and funding, travel, and personnel allocations for each refuge in the geographical area.

Monitors utilization of funding, travel, and personnel ceilings of refuge field stations to assure effective utilization of funds and FTEs throughout the year.

Assist in the development, implementation and monitoring of construction, deferred maintenance and Maintenance Action Team (MAT) projects throughout the fiscal year.

Assist with the development of regional ecosystem policies, initiatives, and projects.

Implements the Strategic Habitat Conservation (SHC) approach in both the field and Regional Office, including participating on regional teams, assisting in cross-team and cross-regional communications.

Prepare written reports of all field station inspections indicating conditions found, instructions and advice given, corrective action recommended and conducts follow-up inspections.

Prepare responses to a variety of Congressional and public inquiries.

Basic Requirements for this position: You must meet A or B below to qualify for the position.
A. Have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in zoology, wildlife management, or an appropriate field of biology that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; 3 semester hours in botany and 3 semester hours in conservation biology;
OR­
B. Have a combination of education and experience-courses equivalent to a major in one of the fields described in A above that included at least 9 semester hours in zoology; 6 semester hours in wildlife courses such as mammalogy, ornithology, animal ecology, or wildlife management; 3 semester hours in botany and 3 semester hours in conservation biology, plus appropriate experience or additional education.
C. Previous occupation of a position in the GS-0485 series prior to December 3, 2010, and meet the basic education requirement of the previous qualification standard. Previous standard: bachelor or higher degree with major in zoology, wildlife management, or an appropriate field of biology, that includes 9 semester hours in zoology; 6 semester hours in wildlife; and 9 semester hours in botany. NOTE: To qualify under this option, you must submit your transcripts and a copy of your SF-50 (Personnel Action), dated prior to Dec 3, 2010, showing that you held a position in the GS-0485 series.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

Have one year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to 1) develop collaborative approaches to conservation issues or natural resources plans, 2) manage natural resource programs over a management unit area involving public lands and waters, habitat management, and other activities involving natural resource management, AND 3) identifying, defining, and resolving complex, controversial or unique aspects of natural resource management over a management unit area. This experience must include leading others on programmatic issues related to natural resource conservation, and developing conservation objectives and priorities for a work unit or team.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

Have one year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to 1) apply policies, procedures, and Federal statutes to non-standard multi-scale natural resource programs over a zone-wide area involving public lands and waters, 2) perform complex analysis or evaluations of natural resource management programs, 3) recommend solutions to improve program effectiveness or bring programs in line with policy or stated objectives, 4) review natural resources plans to ensure biological and management soundness, AND 5) prepare written recommendations or program management evaluations. This experience must include leading others, or assisting in the coordination of programmatic issues related to natural resource conservation, and developing objectives and priorities for a work unit or team.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-13. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Public Land Corps (PLC) Hiring Authority:
Note: You must provide a copy of the Certificate of Eligibility for Non-Compliance Hiring Based for Public Land Corps Service.
(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
(d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years.
(2) Appointments must be effected within the two years requirement.
(3) The two year time-frame cannot be extended.
(4) Selectees will be subject to a probationary period.
(5) This authority may be used for General Schedule and Federal Wage System positions.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s) and grade point average or class ranking. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

1. Mastery of the wildlife refuge management professional sufficient to caring out a wide range of duties and responsibilities associated with the management of the National Wildlife Refuge System and to solve complex problems associated with managing diverse ecosystems

2. Thorough knowledge of agency policies and procedures and applicable Federal statutes, legislation, and laws governing the use of National Wildlife Refuges and their natural resources.

3. Ability to communicate orally and in writing. Communication skills required include ability to negotiate controversial issues and be persuasive.
