The first 50 qualified and eligible candidates who applied will be considered for referral to the selecting official each Friday of every week, until all vacant positions have been filled. Additional candidates will be referred based on hiring needs.

This position is located in Human Resources Management and Consulting Services (HRMACS), Recruitment and Staffing section. The primary purpose of this position is to provide support and guidance, through processes in a wide variety of human resources management activities and programs. As a Human Resources Specialist, you will provide a variety of human resources management (HRM) services as well as consultation and technical support.

Major Duties:

  • Provide guidance and perform administrative, evaluative, analytical, consultative and technical work in the areas of recruitment, staffing, placement, employee benefits, classification and employee and labor relations.
  • Provide advice and guidance to management officials on HR problems.
  • Interpret standards and other HR policies and make judgments based on interpretation of applicable rules and regulations.
  • Identify, evaluate, and recommend to management appropriate HR interventions to resolve HR problems and issues.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. Occasional travel may be required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-07 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: applying basic HR concepts, principles, laws, practices, or methods to complete personnel actions and provide guidance to employees regarding recruitments, staffing actions, classification, and employee relations.

Applicants may substitute education for the experience required for the GS-07 level. You must have 1 full year of graduate level education or meet the requirements for as a graduate with Superior Academic Achievement (SAA). (Transcript Required)

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
