Duties

Help

You will:

  • Serve as an advocate on community involvement issues and advise project managers and team members on community involvement aspects of project work.
  • Represent the region before the public, the press, local, state and federal elected officials at meetings, conferences, and symposia and participate in national work groups, conferences and seminars.
  • Provide leadership to the staff and to the states within the region in setting and accomplishing community involvement priorities established through environmental laws, agency regulations, and policies.
  • Negotiate agreements and explain program priorities, activities, plans, and other program actions.
  • Plan and direct the work of subordinates, make assignments and set deadlines for completion.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program.  This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as collecting and releasing information to the public on programs and policies, implementing communication plans to support regional priorities, and reaching out to external governmental and non-governmental entities to share information and promote understanding and engagement.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:  

  • Ability to analyze the impact of program activities on the public
  • Skill in developing outreach strategies to disseminate information to the public
  • Skill in oral communication
  • Knowledge of a wide range of communications-related laws, policies, precedents, and practices
  • Ability to lead, mentor and motivate others
  • Ability to negotiate with internal/external parties to accept and implement recommendations
  • Ability to plan, direct, and coordinate the work of subordinate staff

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

This position is not in the bargaining unit.

Position has portable work and selectee may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA.  Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.
