Duties

Help

Serves as a technical resource and advisor to ETA officials and customers on the full range of workforce development issues and concerns. Recommends new approaches and alternatives to address current or anticipated problems. Negotiates acceptable agreements to resolve conflicts and controversial disputes in accordance with applicable regulations. Elicits support of program officials, customers and other concerned parties regarding workforce and grants issues. Reviews grant applications for compliance with regulations and plans in order to receive funding for various workforce training programs. Evaluates performance reviews and studies, and makes recommendations for program improvement and corrective actions. Collects, organizes and analyzes data required in the development of various planning, contractual and informational documents. Assists in the preparation of service delivery contracts and training agreements. Works with grantees to identify potential issues and conduct research on policy guidance and legislation. Provides guidance to grantees. Prepares written summaries of grant activities and issues. Conducts and presents in-depth analyses of grant data such as quarterly progress and fiscal reports. Reviews and makes recommendations on grant modifications. Maintains and shares detailed grant portfolio information as appropriate. Maintains grants records through the electronic grants management system in accordance with protocols.

Performs analyses of program-related data, policy and program issues, and negotiates acceptable agreements to resolve conflicts and controversial disputes. Develops program-related guidance, legislative proposals, policy materials such as analytical papers, and/or programmatic material describing initiatives. Provides guidance, advice, and consultation to ETA, states and other officials. Participates in the development of workforce development publications. Prepares and conducts briefings for various audiences on workforce development guidance and policy. Contacts officials of other organizations to advise on problems and render technical assistance. Conducting on-site reviews of administration and internal operations of funded programs. Review and analysis of State law, regulations and administrative procedures to determine compliance with legal requirements or review and analysis of project plans and proposals to determine compliance with legal requirements and/or responsiveness to customer's needs.

Conducts program-related training and reviews for monitoring and reporting on program performance. Plans and conducts webinars, conferences, and meetings to promote state best practices and collaborates to provide integrated services. Plans and develops workforce training programs, ensuring compliance with applicable local, state, and federal policies and statues. Develops business requirements and assist in testing information technology systems to ensure that systems developed meet the requirements. May develop training courses and on-the-job training for Federal staff. Participates in cross organizational training opportunities for staff. Maintains up-to date knowledge of local, state, and federal guidelines and policies governing workforce training programs.

Participates in the development and coordination of various workforce development programs; researches, compiles and analyzes information and data to use in program planning; makes recommendations for program development; and reviews grant applications. Develops, implements and maintains methods for evaluating and monitoring program performance; reviews fiscal records for accuracy and compliance with budget; ensures compliance of program with regulations and contract agreements; analyzes expenditures; recommends allowable costs and identifies appropriate grant cost categories; interprets and disseminates information on various workforce development policies coordination for occupational skills training; maintains partnerships with business and education, and engages businesses and other partners in regional collaborative opportunities and workforce initiatives. Formulates methods for obtaining results through cooperative efforts.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience must demonstrate experience in ALL of the following:

  • Interpreting Federal/State/Local legislation and/or regulations related to government social service programs;
  • Assisting in the provisioning of technical assistance and guidance both verbally and in writing;
  • Assisting in the development and/or implementation of operating procedures and/or policy guidance for government social service programs; and
  • Monitoring government social service program operations.
