This is a Public Notice for positions being filled under the Direct Hiring Authority (DHA) for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base, NDAA 1125 (a) and (c).

Duties

Help
  • Directs and performs test support activities by providing scientific and technical consultations to test officers, test control officers and test teams within the Chemical Test Division.
  • Responsible for development optimization and documentation and associated QC/QA processes of new analytical methods in support of sample analyses.
  • Monitors and reports on the status and progress of work pertaining to analytical instrument at laboratory, chamber and field operations.
  • Prepares technical proposal, recurring progress reports, project technical reports, reviews and ensures quality control for analytical test data, writes SOPs, and scientific peer-reviewed articles pertaining to laboratory and field test activities.

  • Must obtain and maintain a DAWIA (Defense Acquisition Workforce Improvement Act) Level III certification within 2 years of appointment to this position.
  • Must obtain and maintain a Chemical Agent Handler Level 3 certification within 3 months of appointment.
  • Must obtain and maintain a valid state drivers license.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Chemists

A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience for the GS-12: One year of specialized experience which includes: One year of specialized experience which includes: 1. Performing duties involving analytical chemistry methods and instrumentation for processes such as aerosol generation, decontamination, preventing environmental contamination, analyzing new simulants, or application of sampling technology; 2. Communicating technical test parameters and design with an interdisciplinary team; and 3. Synthesizing organic chemicals.

Specialized Experience for the GS-13: One year of specialized experience which includes: 1. Optimizing analytical chemistry methods and instrumentation for processes such as aerosol generation, decontamination, preventing environmental contamination, analyzing new simulants, or application of sampling technology as it pertains to toxic industrial chemicals, chemical warfare agents, or simulants; 2. Preparing documentation, data validity, and test plans for professional peer reviews; 3. Communicating technical test parameters and design with an interdisciplinary team; and 4. Synthesizing organic chemicals.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
