- Supports the contracting needs related to the resolution of financial institutions and serves as the technical liaison between the contractor, Contracting Officer and the program area. Reviews and verifies contractor invoices for accuracy and payment.
- Monitors, reviews, and determines whether the contractor’s performance is in compliance with the terms and conditions of the contract specifications. Conducts periodic inspections of work to verify performance is in full compliance with contract requirements.
- Prepares and maintains technical and administrative reports of the contractor’s performance, detailing violations and deficiencies, and informs the Contracting Officer of potential performance issues.
- Prepares case memoranda for procurement authority in accordance with FDIC DRR delegations. Assists in the development of procurement plans and independent government cost estimates, market analysis, and market research activities for new requirements and contract re-solicitations. Confers with Contracting Officer to determine the method of solicitation and type of contract and organizes pre-proposal conferences when necessary.
Completion of Confidential Financial Disclosure may be required.
Employee may be relocated to any duty location to meet management needs.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants must have one year of specialized experience equivalent to at least the grade 13 level or above in the Federal service.
Specialized experience is experience in the solicitation process for vendors to acquire products or services and in the oversight management of multiple complex and/or high dollar value contracts. Experience must include preparation of the contract solicitation requirements package, drafting statements of work and industry analysis, preparation of the independent government cost estimate, regular approval of invoices and acceptance of deliverables.

4. Ability to prepare the contract solicitation requirements package to include drafting of Statements of Work (SOW) and industry analysis, preparation of the independent government cost estimate, and a procurement case.
