Summary

You will serve as a SCIENTIST in the Metrics, Analysis, and Data Calls Branch of the CORPORATE OPERATIONS DEPARTMENT of NAVUNSEAWARCENDIV NEWPORT RI.

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-3 pay band encompasses positions equivalent to the GS-9 and GS-11.The ND-4 pay band encompasses positions equivalent to the GS-12 and GS-13.

Duties

Help
  • You will support data science initiatives throughout NUWC Division Newport by identifying business and technical trends.
  • You will utilize advanced Big Data Analytics and a variety of scientific and statistical techniques to interpret results from multiple data sources through statistical analysis, data aggregation and data mining.
  • You will work with various stakeholders to determine how to use business and technical data to assist in the decision making process; search for ways to obtain new data sources and assess their accuracy.
  • You will browse and analyze databases to simplify and improve technical development efforts and business processes; create custom data models and algorithms; and use predictive models to corroborate hypothesis.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the ND-03 (GS-9/11) or ND-02 (GS-5/8) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
ND-04: As a professional scientist analyzing statistical data to provide recommendations for undersea warfare systems through scientific research, methods, or theories.
ND-03
:As a professional scientist assisting with data collection or statistical analysis to provide recommendations for undersea warfare systems through scientific research, methods, or theories.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

1515: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

1520: A:Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics OR B:Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

1529: A:Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics OR B: Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education

1530: A: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B:
Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance
