Summary

A successful candidate in this position will enhance communication and integration of the National Energy Technology Laboratory's (NETL) operations services. NETL is one of the U.S. Department of Energy’s (DOE) 17 national laboratories. The role of the Communications and Public Affairs Team is to manage all NETL public affairs and communications functions in support of the NETL Director and the DOE’s Office of Fossil Energy specifically, and the DOE generally.

Duties

Help

As a GS- 09, Public Affairs Specialist, you will provide support services creating communication products (print, electronic, web-based, multimedia); perform routine tasks in the creating of products for broad distribution, appropriate for a variety of audiences, research and analyze materials for use in preparing accurate communication products.

As a GS- 11, Public Affairs Specialist, you will provide assistance in the areas of creating social media and related outreach programs; assist with the implementation of policies and procedures associated with efficient and effective digital content management for programs, including web/social media platforms, writing, editing, designing, and publishing internal and external reports, plans, newsletters and other documents; provide technical writing, editing, and multimedia services.

As a GS- 12, Public Affairs Specialist, you will provide expert advisory services to senior management on the effectiveness of developing and implementing communications and public affairs strategies, create high-level communication products (print, electronic, web-based, multimedia); write, edit, design, and publish internal and external reports, plans, newsletters and other documents.

Duties:

  • Document and assist with/oversee development of media and public information products.
  • Research and analyze materials for use in preparing accurate communication products and develop monthly themes.
  • Develop and post content to the homepage, develop/maintain a posting schedule to ensure that homepage content is regularly rotated and is current and relevant. 
  • Research and analyze materials, both internal and external, for use in preparing accurate communication products.
  • Develop processes and procedures that capture and track research successes.
  • Distill technical accomplishments and information into success stories in layman’s terms for communication to stakeholders.
  • Collaborate to determine the best architecture, design and directional features for the Office’s web site, and identify target audiences and their informational needs.
  • Develop and maintain working relationships with county and local emergency management organizations and recruit volunteers to support emergency public information responsibilities.
  • Participate in emergency and crisis communication training, exercises and other activities, and may be required to provide training for less experienced volunteers.
  • Other duties as assigned.

SPECIALIZED EXPERIENCE REQUIREMENTS

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

GS-09: One year of specialized experience equivalent to the GS-7 level in Federal service providing support services creating communication products (print, electronic, web-based, multimedia); performing routine tasks in the creating products for broad distribution, appropriate for a variety of audiences, researching and analyzing materials for use in preparing accurate communication products.

OR

Education: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs, Public Relations or Media Relations, Communications or a related degree. (NOTE: You must attach a legible copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (NOTE: You must attach a legible copy of your transcripts.)

GS-11:  One year of specialized experience equivalent to the GS-9 level in Federal service providing assistance in the areas of creating social media and related outreach programs; assisting with the implementation of policies and procedures associated with efficient and effective digital content management for programs, including web/social media platforms, writing, editing, designing, and publishing internal and external reports, plans, newsletters and other documents; providing technical writing, editing, and multimedia services.

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.


GS-12: One year of specialized experience equivalent to the GS-11 level in Federal service providing expert advisory services to senior management on the effectiveness of developing and implementing communications and public affairs strategies, creating high-level communication products (print, electronic, web-based, multimedia); writing, editing, designing, and publishing internal and external reports, plans, newsletters and other documents.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

1.  Knowledge of principles, practices, methods, and techniques employed in communications in order to independently produce and manage social media content.
2.  Skill in applying principles and using methods in conducting a public affairs program involving public information, internal information and community relations activities for internal and external audiences.
3.  Skill to design and manage the Office’s intranet, internet and digital media social media platforms, and ensure compliance when editing or approving content for publishing.
4.  Skill in researching and producing multimedia presentations and products for various internal and external groups informing them of programs, objectives and activities such as video production.
5.  Ability to fully and effectively utilize the web for Office efforts in collaboration with industry and academia to promote science, technology and innovation.
6.  Ability to orally communicate and identify target audiences and their informational needs.
7.  Ability to prepare written materials such as news releases and feature articles via the internet and other appropriate media with an emphasis on digital content.

You will be evaluated for this job based on how well you meet the qualifications above.
