  • This position offers a unique and exciting opportunity to serve as a key member of the NLM leadership team, participating in the formulation of overall policies supporting the strategic plan of NLM, NIH, and HHS.
  • Uses the Literature Selection Technical Review Committee as a scientific advisory group appointed to review, recommend, and ensure the continued quality and integrity of journals to be indexed by NLM
  • Prepares and presents formal reports, speeches, and papers for publication on the mission, objectives, programs, and interests of the Library Operations programs in the NLM
  • Plans, directs and coordinates the activities of the staff of Library Operations providing managerial and technical direction for programs that carry out NLM's key functions
  • Manages Library Operations, including the formulation, establishment, and interpretation of its policies; the development, analysis, and review of programs; and the implementation of operating plans
  • Plans, evaluates, implements, and coordinates the program activities of Library Operations, including program coordination with other components of NLM
  • Coordinates Library Operations programs with the Intramural Research Program, as well as with national major research libraries, national networks, and information centers in the U.S. and abroad
  • The Division of Library Operations employs approximately 450 FTE and non-FTE scientists, other professionals, support staff, and contractors and has an FY 2020 budget of approximately $90 million

BASIC QUALIFICATIONS:
The NLM seeks candidates who have a commitment to excellence and the energy, enthusiasm, and innovative thinking necessary to lead a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, applicants must meet the requirements for the GS-1410 series (GS-14/15 or equivalent) as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM Qualifications Standards GS-1410 Website and show in your five (5) page resume that you possess the Professional Technical Qualifications (PTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure technical expertise required by this position. It is recommended that the corresponding PTQs are annotated in parenthesis. Separate PTQ narratives will not be accepted or considered.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) (Mandatory):

  1. Ability to provide direction and leadership for library operations and information services of a major biomedical, scientific research, and/or health library of national and international scope and complexity, involving high level organizational and management skills, mature judgment, and negotiation skills for situations with a high degree of complexity.
  2. Experience in management of high volume library operations and information services: developing strategic plans, implementing emerging trends in scientific communication including open science strategies, designing performance measurements and program evaluation, using IT solutions to streamline processes and fulfill complex management information needs, and managing diverse human capital, including use of conflict resolution.
  3. Experience in building and participating in multidisciplinary teams and in developing lasting cooperative information programs involving multiple agencies, institutions or organizations.
  4. Ability to design, develop, and implement biomedical, scientific research, and/or health information systems, services, and outreach programs that are feasible and appropriate for their intended audiences.

NIH is located in Bethesda, MD; our campus is adjacent to downtown Bethesda, MD, at the Medical Center Metro station, and close to shops, walking trails, and restaurants.

Travel and Transportation expenses may be authorized in accordance with applicable Federal Travel Regulations governing the relocation of current Federal employees and new appointees.

A one-year probationary period must be served by the individual selected if not currently or previously in the career Senior Executive Service.
