Duties

Help
  • The duties may include, but are not limited to:
  • Participates with the Division Director in developing, formulating, executing, and reviewing National Organic Programs and policies which assist in accomplishing the National Organic Program, Agricultural Marketing Service, and USDA missions.
  • In conjunction with the Division Director, establishes NOP accreditation procedures that align with the USDA organic regulations and applicable ISO elements
  • Oversees the NOP Accreditation Program and ensures that the NOP accredited organic certifying agents are compliant with the USDA organic regulations
  • Oversees and ensures the efficiency and effectiveness of the Accreditation Division's audit functions
  • In conjunction with the Division Director, oversees state organic programs and ensures that they are implementing the National Organic Program within the state.
  • In consultation with the Division Director, represents the Program in establishing and maintaining relationships with the public, producers, handlers, trade organizations, State Organic Program officials, governmental, and various public groups.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience managing organic regulatory programs, including organic accreditation, certification, and auditing functions.
  • Experience leading the development of management systems to manage and report on organic accreditation or certification workflow, activities, and performance measures.
  • Experience reviewing the technical writing of others related to organic accreditation and compliance topics, and providing appropriate feedback.
  • Experience in developing new business processes and standard operating procedures to enhance efficiencies in workflow and reviews.
  • Experience supervising or overseeing staff work, ranging from mid-level auditors/inspectors to more senior technical personnel.
There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
