Being a Law Enforcement Specialist (Computer Forensics Instructor) makes you a valuable member of the FLETC team and mission. This position is located in the Technical Training Operations Directorate (TTO), Cyber Division (CYD), Cyber Forensics Branch (CFB) located in Glynco, GA. You will serve as a senior-level instructor and leader involved in planning and conducting classroom, laboratory, and/or field instruction sessions as part of the Cyber Division (CYD) training program. The incumbent also serves as a technical expert in one or more of the CYD training program/courses.

Typical assignments include:

  • Planning and conducting classroom, laboratory, and/or field instruction sessions as part of the CYD training program.
  • Using life experiences from law enforcement to enhance course content and respond to student questions.
  • Monitoring progress of students, documenting results, and/or recommending remedial and corrective action to include additional training and changes in training and/or operational procedures and instructions.
  • Evaluating both individual and group performance in various training settings.
  • Overseeing and/or participating in developing instructional course and program material in the field of technical operations.
  • Initiating content changes and developing different approaches and methods of instruction and recommending any other changes needed to improve the course/program and achieve course/program objectives.
  • Providing senior level subject-matter expertise and addressing gaps in information when revising existing material.
  • Acting as a liaison and FLETC representative between the Partner Organizations (POs ), curriculum review officials and others regarding such things as the conduct of curriculum conferences and the relative role of the FLETC in providing training programs. Initiating program documentation, e.g., working statements, agreements, memoranda, training plans, etc., between POs and the FLETC in support of training programs.
  • Leading and/or participating in ad hoc committees made up of representatives of the FLETC and other agencies concerned with forensics and investigative training policies and academic requirements.
  • Coordinating activities with other members of the instructor teams composed of FLETC representatives as well as individuals and representatives from partner Federal agencies. Is directly responsible for training requirements that effectively mesh between courses and programs without conflict in training objectives, in order to ensure consistent program delivery.

  • You are required to attend briefings and courses at the Interagency Training Center (ITC) and the Defense Cyber Investigations Training Academy (DCITA).
  • This position's funding is dependent on Congress; however, you will be expected to report to work during a government shutdown but will not be paid during a furlough.
  • Overtime work may be required.
  • You may be required to work weekends and federal holidays.
  • Must possess and maintain a valid state issued driver's license to conduct official government business.
  • This position is designated as Emergency Essential. You will be required to sustain FLETC’s operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
  • You must successfully pass a background investigation.
  • This is a bargaining unit position.

The qualification requirements listed below must be met by the closing date of this announcement.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must:
 
A.    Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR-

B.    Have held a federal civilian position in the 1801 occupational series.

SPECIALIZED EXPERIENCE: In addition to the Selective Placement Factor above, you must possess at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates experience in one or more of the following criteria: the acquisition, preservation, and analysis of digital evidence; the prevention and investigation of unlawful access to US Government networked computer systems; tracking online hackers; conducting RAM AND/OR malware analysis; in-depth knowledge of file systems (FAT,NTFS, EXT3-4, iOS, HFS+, and/or APFS); the acquisition, authentication and clarification of digital video images from CCTV DVR systems; conducting live and deadbox forensic analysis; using open source intelligence methods to conduct online investigations; tracking cryptocurrency transactions.

OR    

You must possess at least one year of specialized experience equivalent to at least the GS-12 level in the Federal service researching, developing. modifying, and instructing law enforcement training curriculum in the cyber forensics topical area.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Secondary Administrative Law Enforcement Officer retirement coverage is not offered for this position.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Pub. Law 113-76 grants the FLETC approval to hire retired federal employees with law enforcement/investigative experience to meet the expanding mission of the FLETC. Individuals may be selected for time-limited positions with eligibility for the dual-compensation waiver. The dual-compensation waiver allows retirees to return to work, earning their full salary with no offset to their FERS annuity. However, this waiver does not exempt the FERS annuity supplement from being reduced. Therefore, FERS retirees receiving a FERS annuity supplement, must be aware that like social security benefits, the FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings. Physical Demands: There are a range of physical demands depending on the course presented. Some courses are confined to a classroom or lab setting while others are outdoors requiring walking, standing, bending, sitting, lying down, or crouching in positions that may be tiring or uncomfortable. There may be the need to carry gear and packages. Travel to field locations to coordinate training activities may be involved.

Work Environment: The normal work place is a classroom or office, and inside/outside demonstration areas. The position requires exposure to varying climate and environmental conditions including both cold and warm weather conditions and/or exposure to high levels of noise and dangerous substances. Appropriate safety practices must be utilized at all times. Safety gear, such as hearing and eye protection, must be used when needed.
