Summary

This is a bargaining unit position.

This position is located in the Office of Capital Access in one of the following: Citrus Heights, CA; Fresno, CA; Herndon, VA; Little Rock, AR or Hazard, KY. The Loan Specialist is responsible for servicing, workouts and/or liquidating routine business/commercial loans.

This is a full time temporary position NTE 1 year which may be extended for an additional year for a maximum of 2 years. This position will support the Federal Government's response efforts to COVID-19. This is an Open Continuous announcement. Applicants will be reviewed as needed starting from the opening date of the announcement. This announcement will be open until all vacancies are filled.

This position is being filled in response to the Coronavirus Aid, Relief, and Economic Security Act.

As a Loan Specialist you will perform the following duties:

  • Reviews routine and standard consumer and commercial loan documents and determines SBA's rights in the collateral.
  • Prepares written recommendations for charge off actions on consumer and commercial loans where all collateral has been disposed of or where SBA determines that further liquidation of collateral is not economically feasible.
  • Analyzes financial statements of obligor(s).and endeavors to determine their prospects for continued payment on consumer and commercial loans in connection with modifications of payments or other loan terms.
  • Investigates and determines financial responsibility of obligor(s). who may be liable for the payment of indebtedness for use in connection with recommending collection procedures, or legal action to enforce payment.
  • Performs variety of tasks for servicing, purchasing and liquidating loans. Contacts lenders, borrowers, and third parties to gather information and make recommendations to maximize recovery to the Agency and minimize loss to the obligor(s).
  • Analyzes potential "work-outs" in common situations and develops recommendations.

Qualifications

GS-09: One year of specialized experience, equivalent to at least the GS-07 level in federal service, obtained in either the private or public sector: performing initial analysis of obligor's financial statements and earning potential of a variety of business enterprises or performing commercial collateral appraisals; make initial recommendations for commercial/business loan applications or servicing/liquidation actions; and a demonstrated knowledge of a variety of collateral, business types, loan programs and collection experiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by 11:59 pm (Eastern Time) on 05/22/2020.

Education

If you do not meet the specialized experience requirements, you may also qualify with education. You MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.

GS-09: Successful completion of a master's or equivalent graduate degree in the following major field of study: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology; or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination of Experience and Education:GS-09: Combination of education and experience as specified above. For example, an applicant who has 1.0 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
