This position is located in the Department of Defense Office of Inspector General (DoD OIG), Office of General Counsel (OGC). The OGC provides independent, objective and comprehensive advice and legal counsel to the Inspector General and the OIG staff on all matters related to the OIG mission.

Duties

Help
  • Reviews, analyzes, and processes initial Freedom of Information Act (FOIA) and Privacy Act requests, FOIA appeals, and litigation for disclosure of information contained in DoD OIG records.
  • Advises requesters of the legal stipulations under which the records/information was withheld.
  • Assembles final response packages for both initial FOIA cases and appeals (bracketed documents, final responses letter, and referral memos, if necessary) for review.
  • Interprets the FOIA and PA regulations to determine which Act provides the greater benefit for release of information to the requester and which information is releasable to the requester.
  • Examines the responses of functional action officers tasked with locating, assembling, and providing information.
  • Assists in the preparation and presentation of training classes, lectures, and seminars.
  • Communicates effectively with DoD components and other government agencies while coordinating the release of information in records.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Position has been designated as Critical Sensitive; incumbent is required to obtain and maintain a Top Secret (TS) security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoDOIG.
  • All qualifications requirements must be met by the closing date of this announcement.
  • The incumbent must adhere to the DoD Standards of Conduct
  • The incumbent will be required to serve a two year probationary period.

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

GS-09 Level:

Specialized Experience for GS-09: You must have at least 52 weeks of specialized experience at the GS-07 level in the federal service or at an equivalent level, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience analyzing law enforcement documents for responsiveness, reviewing documents for release determination, and redacting information that is exempt pursuant to the Freedom of Information Act (FOIA) and Privacy Act (PA). Applicants must have demonstrated knowledge of the FOIA and PA and corresponding federal regulations, executive orders, and guidance and FOIA Exemptions.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-11 Level:

Specialized Experience for GS-11: You must have at least 52 weeks of specialized experience at the GS-09 level in the federal service or at an equivalent level, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience processing FOIA requests, analyzing law enforcement documents for equities and responsiveness, reviewing law enforcement documents for release determination, and redacting information that is exempt pursuant to the (FOIA). Must also have demonstrated a working knowledge and understanding of the FOIA.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-12 Level:

Specialized Experience for GS-12: You must have at least 52 weeks of specialized experience at the GS-11 or equivalent experience.Specialized experience is defined as: experience analyzing law enforcement documents for responsiveness, reviewing law enforcement documents for release determination, and redacting information that is exempt pursuant to the FOIA and PA. Applicants must have demonstrated knowledge of the FOIA and PA and corresponding federal regulations, executive orders, and guidance and FOIA Exemptions

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for experience at the GS-12 level.

PASS/FAIL COURSES: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specialized in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
