As a Director, State and Small Cities Division, you will:

  • Provide policy options, interpretations, and guidance to other Headquarters offices and all field offices on the State CDBG Programs to ensure consistency in the programs.  Provide policy and waiver recommendations, on specific issues involving States CDBG grantees.
  • Develop and promulgate through regulations, handbooks, notice and policy memoranda the national selection policies germane to the State CDBG program.
  • Implement all legislation, including amendments, concerning the State CDBG program through development and issuance of regulations, handbooks, notices and advisory material, and keep such issuances up to date to reflect changes in national policy initiatives, and/or legislation.
  • Develop appropriate standards to be used in assessing performance of grantees.

This position is located in the Office of Community Planning and Development (CPD).  CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons.  The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:

- Developing or modifying regulations, notices, policies, guidance or instructions that implement statutory requirements for the Community Development Block Grant Program (CDBG) or any of its component programs (CDBG-Disaster Recovery, the Section 108 Loan Guarantee Program or the Neighborhood Stabilization Program); AND
- Demonstrating experience managing employees, projects or teams; AND
- Interpreting, implementing and providing technical guidance on special projects, policies, and regulations related to CDBG or any of its component programs.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
