Duties

Help

  • Provides mastery technical oversight to critical, enterprise-level projects that are national in scope, and contributes to VA mission by shaping the underlying IT architecture for the delivery of integrated services to veterans.
  • Initiates and provides technical oversight to engineering studies (including collaboration on modeling and simulation efforts) concerning the introduction of new technologies, products and topologies, and to find solutions to critical problems in design of IT systems.
  • Provides senior level architectural consultation and guidance to peers, subordinates and managers from a system engineering perspective.
  • Provides mastery technical oversight of Reliability, Maintainability, and Availability (RMA) analyses of end-to-end solutions.
  • Serves as senior technical authority on systems engineering principles, processes and practices.
  • Provides consultation and guidance to VA executive management on unusual, complex and/or controversial problems as they relate to enterprise infrastructure, including changes and shifts in potential risk due to environment, internal and technological business changes.
  • Supervises and directs staff responsible for enterprise-level infrastructure engineering activities in several critical areas within Core Infrastructure Engineering Services: Client Services, Architecture and Design, Business Systems Engineering and Core Infrastructure Services.
  • Provides technical and administrative supervision to employees in a variety of professional and nonprofessional occupations.
  • Analyzes cost/benefits of accomplishing work in-house versus contracting work to determine placement of projects.

Physical Requirements: Work is primarily sedentary but involves use of a government furnished computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools are required. Some physical effort is required in that the incumbent lifts and carries reference books, working papers and comparable items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort.

Experience

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience for GS-15 grade level: One year of specialized experience (equivalent to the GS-14 grade level in the federal service); Specialize experience is experience that has equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Specialized Experience for this position: Experience in enterprise architecture principles, processes and methodologies; applying advanced IT principles, concepts and standards in order to develop new information technology; providing technical oversight for a full range of enterprise-level infrastructure engineering services; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.

There is no educational substitution for the GS-15 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
