These Public Health Analyst positions are located in the Health Resources and Services Administration. This recruitment may be used to fill multiple positions for any HRSA Bureaus and Offices. The duty location for these positions is Rockville, MD.

This Direct Hire recruitment is to fill positions based on a critical hiring need resulting from the outbreak and spread of the "Coronavirus Disease 2019" (COVID-19), which has caused a public health emergency. As such, all applicants who meet the OPM Public Health Program Specialist Series requirements and the minimum specialized experience qualifications stated in this announcement will be referred to hiring managers for further consideration.

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

Major Duties

As a HRSA Public Health Analyst at the GS-13 level, you implement public health programs by providing support to national, state, and/or local agencies and organizations in the development, extension, and improvement of their public health care systems and services.

Your duties and responsibilities include:

  • Providing leadership to agencies and organizations in the development, extension, and improvement of their health care systems, strategies, and services.
  • Analyzing and evaluating the effectiveness of program operations, including, but not limited to: researching information, generating reports, compiling data, designing limited studies, conducting surveys, and coordinating public health activities.
  • Planning, implementing, monitoring and evaluating content or projected public health programs to assess their success in achieving objectives for various initiatives.
  • Reviewing legislation in order to develop strategies and approaches for implementing programs, and prepares issue and policy papers; analyzing established public health policy and recommending related areas for improvement.
  • Conducting site visits as required.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.

2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.

3. Knowledge of a specialized public health program.

4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;

5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In order to qualify for this GS-13 Public Health Analyst position, your resume must demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
establishing short and long term plans for to improve the outcomes of public health programs and initiatives; collecting and interpreting data and information on public programs and initiatives from a variety of sources to assess the effectiveness of same; leading work groups, focus groups, learning sessions, etc. for stakeholders at a State and local level to facilitate the promotion and improvement of public health programs to underserved populations

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
